I am deeply saddened by the tragic loss of life and destruction caused by the recent cloudbursts and flash floods in Khyber Pakhtunkhwa and the northern parts of Pakistan. Our hearts go out to the families who have lost loved ones, to those who are injured, and many whose homes and livelihoods have been swept away. The Government of Pakistan is mobilising all available resources to provide relief and conduct rescue operations. Federal and provincial agencies, the armed forces, and local administrations are working tirelessly to reach affected communities and ensure the safety of our citizens. Prime Minister Shehbaz Sharif has chaired an emergency meeting, and the government is in close coordination to address immediate needs and plan for the long-term recovery of the impacted areas. Barring my long pre-scheduled official engagements with the Deputy Prime Minister of UK, Rt Hon Angela Rayner; Secretary General Commonwealth, Rt Hon Shirley Ayorkor Botchwey; H. E. Hamish Faulkner, Minister of State, UK Foreign Office; and members of the House of Commons and the House of Lords during my two-days visit to the UK, I will not be holding the planned community interaction with the British Pakistani diaspora. This decision has been taken in solidarity and respect for those who are grieving, and to ensure that our full attention remains on the national relief and recovery efforts. 🚨₱332 Billion Later: The Price of Falling on Deaf Ears I wrote about this before; but now, there is a video from 7 years ago about House Majority Leader Rolando Andaya Jr’s expose. This whole mess went down during the Duterte administration, but the warnings completely fell on deaf ears. Despite the massive red flags brought to light by Andaya Jr., the Duterte admin did nothing and the issue was swept under the rug. 1. Andaya exposed that ₱75 billion was secretly added to the 2019 DPWH budget. A DPWH official testified under oath that this money did not come from their agency; it only appeared after the budget went through the DBM. 2. Out of that insertion, ₱14.5 billion went to flood control. In total, the government allocated a staggering ₱332 billion for flood defenses in just three years (2017 to 2019). Yet, heavily hit flood-prone areas continued to suffer. 3. While areas devastated by Typhoon Usman received virtually no help, over ₱385 million was funneled into six specific flood and drainage projects in Casiguran, Sorsogon — the hometown of the politically powerful Hamor family. ✳️ The Casiguran breakdown: Himaoyon Flood Control (₱75M) Lungib Seawall (₱80M) Somal-ot Seawall (₱100M) Cagpagol River Control (₱45M) Suji River Control (₱25M) Poblacion Drainage System (₱60M). 4. The main contractor landing these deals was Aremar Construction Corporation. Corporate records revealed a massive conflict of interest: one of Aremar’s main incorporators was married to the daughter of then-DBM Secretary Benjamin Diokno. 5. To bypass scrutiny, a firm called C.T. Leoncio Construction allegedly acted as a conduit. They won around ₱2 billion in Bicol infrastructure projects but secretly passed the actual work and profits over to Aremar. 6. This whole mess went down during the Duterte administration, but the warnings completely fell on deaf ears. Despite the massive red flags brought to light by Andaya Jr., the Duterte admin did nothing and the issue was swept under the rug. 1. Andaya exposed that ₱75 billion was secretly added to the 2019 DPWH budget. A DPWH official testified under oath that this money did not come from their agency; it only appeared after the budget went through the DBM. 2. Out of that insertion, ₱14.5 billion went to flood control. In total, the government allocated a staggering ₱332 billion for flood defenses in just three years (2017 to 2019). Yet, heavily hit flood-prone areas continued to suffer. 3. While areas devastated by Typhoon Usman received virtually no help, over ₱385 million was funneled into six specific flood and drainage projects in Casiguran, Sorsogon — the hometown of the politically powerful Hamor family. ✳️ The Casiguran breakdown: Himaoyon Flood Control (₱75M) Lungib Seawall (₱80M) Somal-ot Seawall (₱100M) Cagpagol River Control (₱45M) Suji River Control (₱25M) Poblacion Drainage System (₱60M). 4. River Ravi, Nala Dek, Nala Basanter, and Nala Baein have overflowed, submerging vast fields of rice and turning them into pools of water. Thousands of poor farmers have lost their crops, homes, and livelihoods. The people of Narowal and Punjab are facing heartbreaking destruction, and my deepest sympathies go to every family that has lost loved ones, property, and sources of income. Pakistan today stands at the frontline of the global climate crisis. Despite contributing less than 1% of global emissions, we are among the worst victims of its consequences. In 2022, Pakistan endured a similar catastrophic disaster—yet the urgency of climate justice remains unmet. Climate change is a shared challenge that demands cross-border collaboration and humanitarian solidarity. Tragically, instead of cooperation, India has chosen to weaponise water—undermining the Indus Waters Treaty and resorting to uncoordinated releases as a tool of war. These hostile actions compound human suffering and severely aggravate disaster response at a time when solidarity is most needed. At the same time, the Global North must meet its obligations and must support the Climate Adaptation Fund to help vulnerable nations like Pakistan invest in climate-resilient infrastructure, strengthen early warning systems, and build resilience in our communities. Without this global responsibility, the under developed countries will continue to pay the highest price for the world’s collective inaction. In this hour of trial, I stand shoulder to shoulder with the resilient people of Narowal and Punjab. Every possible effort will be mobilized for relief, recovery, and rebuilding with resilience. August 9, 1945. Three days after Hiroshima, a second atomic bomb destroys a second Japanese city. But Nagasaki was not even the target that morning. It died largely by chance, because of clouds over another city and a few gallons of fuel. The bomb was called Fat Man, a plutonium weapon, more powerful than the one that hit Hiroshima and of the same design as the one tested in the desert three weeks before. It was carried by a B-29 named Bockscar, flown by Major Charles Sweeney. The primary target that day was not Nagasaki at all. It was the city of Kokura, which held a large arsenal. Almost everything went wrong on the flight. A fuel pump problem meant Bockscar could not use some of its fuel, leaving it dangerously short for the long mission. When the aircraft reached Kokura, the city was covered in cloud and haze and drifting smoke from a conventional raid on a nearby town the day before. The crew had strict orders to bomb visually, by eye, not by radar. They made three passes over Kokura trying to find a gap in the cloud, flak coming up at them, fuel running down, and they could not see the aiming point. So they turned away. To this day, to have a narrow escape is called in Japanese the luck of Kokura, though the people there never knew how close they came. Running low on fuel, Bockscar flew on to its secondary target, Nagasaki. There too the city was mostly covered by cloud, and they had nearly decided to bomb by radar in violation of orders, or to give up and ditch, when a break appeared for a few seconds. Through that gap the bombardier caught sight of the ground and released. The bomb missed the planned aiming point by a wide margin and detonated instead over the Urakami valley, a district that happened to contain the largest Christian community in Japan, its great cathedral, schools, and hospitals.
