What was supposed to be the benefit of sealing up the bottom? Like even a few open spaces that funnel air out the side or anything?!

I do have a question that maybe dumb but wouldn't putting holes in the flat bottom help prevent them from blowing over like that a bit more? I get they'd probably lose speed but you can make that up in allowing bigger holes on the restrictor plate right? I'm probably wrong though
