My friends, today Barbados helped to launch something truly important for our country, for the Caribbean and for all climate vulnerable nations. Here in Vienna, together with the OPEC Fund and our CVF V20 family, we launched the Vulnerability to Viability Compact. That may sound technical, so let me bring it home. This Compact is about making sure countries like Barbados can access finance that is fairer, more affordable and better suited to the future we are trying to build. It means longer repayment terms, stronger partnerships and investment that follows the priorities of our people. Every Bajan knows what resilience looks like. It is the school that must remain safe through storms. It is the clinic that must keep serving families when pressure comes. It is the water system that must hold strong through drought, flooding and rising costs. These are not luxuries. These are the foundations of dignity. For too long, climate vulnerable countries have carried burdens we did not create, while trying to build modern, confident societies with financial tools that were never designed for our reality. Today, we are helping to change that. Barbados is showing that small size does not mean small ambition. We are standing with 74 climate vulnerable economies, representing 1.7 billion people, to say that our development must be planned by us, led by us and supported in ways that make sense. This is about hope, yes, but it is also about delivery. It is about giving our children stronger systems, safer communities and a country that can face the future with confidence. I am proud to say that Barbados came to the table with purpose. Barbados came with solutions. Today, Barbados helped move the world forward.

That will be delayed now. The immediate impact will be supply due to our poor logistics. But the mega trends are in favor of Africa. Demographics & climate change are in our favor. Wealthy countries have accelerated aging but Africa happens to be the repository of young age. Intensity in technology & AI needs a market, which favors Africa.

Russia has launched another brutal attack on our Kharkiv – on a construction hypermarket, on Saturday, right in the middle of the day. As of now, it is believed that more than 200 people were in the hypermarket. All the emergency services are already on the site and providing assistance, rescuing people, and extinguishing the fire that has completely engulfed the building – 10,000 square meters. There are killed and injured people. If Ukraine had sufficient air defense systems and modern combat aircraft, Russian strikes like this one would have been impossible. And that is why we appeal to all leaders, to all states: we need a significant enhancement of air defense and sufficient capabilities to destroy Russian terrorists. This is a task that must be accomplished and can only be accomplished together with the world. Every day, we call on the world to provide us with air defense and to save our people. Every unmade decision to support us results in the loss of our people.

I think people that are scared of beavers are the people that like to manage the land completely as if it's a garden. Farmers and people that breed birds for game shooting and all that kind of stuff. I mean, for them, the land is only natural when it's what they've set it out to be, to look like and to have in it. Beavers are wild creatures, they do their own thing but they’re superb for flood water management, an issue that we have to deal with, as the climate crisis continues to bite - they are also fantastic for habitat creation. An issue we have to deal with because we've lost so much of our wildlife.

Our greatest task is to gather support for solutions. But to have the conversation about solutions it is important that there is certainty about what exactly the problem is that needs to be solved. As far as Lex Libertas is concerned, the crisis can be summarized under three headings: 1. A destructive policy framework; 2. Disintegration of the state; and 3. The persecution of minorities. Aid terms and conditions must comme from the people. Communities must determine their most pressing needs and only then can well meaning aid givers come to the party. 3. Most agencies are interested in getting quick results while overlooking the human element in development projects. When you work with human beings you cannot operate in technical and systematic cold fashion. 4. We must look into who creates hunger and who sustains that hunger, the national and International forces with a negative impact on different communities. 5. Assistance must be given on our own terms, we must determine that kind of help we need. 6. Before participating in a community development project, we must first understand that community's perceptions of its needs. 7. On the basis of the community's description of its needs we can use our communication and technical expertise only for the purposes of complementing existing capabilities. 8. We must be clear that development highlights a community's struggle to develop itself. Development is community participation in breaking away from all kinds of dependency, economically or otherwise to attain self reliance. The role of the expert is to increase capability of the focus group. 9. Education is divided between education for LIBERATION and education for DOMINATION. In the case of the latter, self proclaimed development experts like IMF are divorced from the realities of communities where thy they impose their aid programmes. The communities are always left poor ,disempowered and more prone to continued domination. 10. The role of tbe researcher is to provide social analysis, make people aware that when a certain area or community is underdeveloped it is not always because the community members are lazy. Due to historical colonization of Africa by Europe, the question of monocultures has been created such as in Senegal where people were forced to produce rubber while they were experiencing a problem of hunger. 11. There are national forces and international forces that impact lives. International forces like IMF and World Bank impose themselves on governments and enforce anti-development loan or aid conditions. Loans from IMF and World Bank must be rejected as they are not meant to support the livelihoods of our people especially the poorer classes. 12. Researchers have a duty to bring this information to communities so that they develop an understanding of the machinations of different forces with regards to development, how the world functions,and how that affects our situation. 13. Researchers must present data to communities, allow those communities to evaluate the data and give their input so that they don't become objects of research. That is the only effective way of mobilizing for the material and intellectual development of people. Anything else opposite to that will render the researcher an agent of imperialism. 14. The structural cause of hunger in Africa is land pressure which is a product of white colonizers taking all the productive arable land and pushing our people to the dry reserves. Colonizers did not come with civilization, even when you go to the most remote of areas where people have to access to modern sources of agriculture information, in their own rudimentary ways the people know about the differences in soil types and their suitability for certain kinds of crops. The view that Africans don't understand their land is an ugly lie. 15. The role of the researcher is to compliment existing knowledge and share information on organisations that control our lives such as IMF and World Bank. 16. There must be a balance between monetary inputs and communication inputs bearing in mind that in all development projects, our people must attain intellectual development too. 17. Honestly, at some point, we are going to be forced to make a very harsh and tough choice as people of African descent that will determine the future of our race. Because these evil, racist non-black people are not giving us much of a choice to begin with. They don't want us to "go back to Africa"...they want us GONE FROM THE EARTH. And unfortunately, even if you want to believe, not all non-black people are racist (which is true); that doesn't change the reality that some are, and that "some" number in the millions that want to kill us, so we must take that threat seriously.
