The “Hezbollah state” has the power to arrest (in effect, kidnap) members of the Lebanese Internal Security Forces and negotiate with the Lebanese state for their release. On January 23, 2026, a police patrol of the Lebanese Internal Security Forces, ISF (قوى الامن الداخلي ) stopped two Hezbollah trucks in the Al-Tayoune (الطيونة) area of Beirut, near a police station and military base.
