I disagree. The Ring footage (and reports) show the dog approaching calmly with its tail wagging—no bared teeth, no lunging. The driver sprayed preemptively instead of retreating or using a firm voice/command. Baiting with sweet talk then hitting it crosses the line. Owner slapping him was straight assault though. Outcome: no arrests, no charges reported. Amazon hasn’t commented publicly. Driver probably got fired internally.

By the time the driver got to meet the dog leash or no leash the driver would have got bit if the dog wished it, for the record that dog wasn't going to do anything.
