Russians assigned to occupied parts of Ukraine receive double salary, as well as housing rent compensation of up to 7,210 rubles per day. Daily allowances can reach 8,480 rubles. Over the course of a one-month assignment, a Russian "official" can earn more than 470,000 rubles (over US$5,000) — more than eight times the average salary in Russia. Another incentive is the distribution of land plots and expropriated homes belonging to Ukrainians to newly arrived Russians. In effect, Russia has legalized looting in the temporarily occupied territories of Ukraine. Stolen housing is sold through subsidized mortgage programs, while land is granted free of charge to participants in Russia's criminal war against Ukraine. In 2025, 4,000 land plots were distributed in Crimea to servicemen of the Russian occupation army from various regions of Russia.
