The limitation for unmanned sub-sea warfare is communications. Even crewed nukes had to either surface for radio links or accept a very low bit rate while shallow-submerged via the very long wavelength system. Sending out automatons with orders has it uses but what happens when you change orders? Like, "Don't shoot, the war is over." There are limited solutions to the problem but it will always be more difficult than other platforms.
