As early as 1998, Burundian, Rwandan, Ugandan and/or Rally for Congolese Democracy (RCD) soldiers emptied DRC warehouses. The looting remains a prominent feature across successive proxy campaigns, casting doubt on claims that Rwanda or M23 intervenes in the DRC only in the interests of marginalised Tutsis in the DRC. Since M23โ€™s resurgence in 2021, reportedly due to Rwanda fearing isolation following increased DRC-Uganda cooperation, the militia has displaced hundreds of thousands of people in eastern DRC. Reports indicate M23 is closing in around the city of Bukavu after entering Goma on 27 January. Very harsh statements from the United States Ambassador to the UN, Mike Waltz, against the Kigali regime, during the emergency meeting of the United Nations Security Council on the situation in the Democratic Republic of Congo (DRC). In his speech, he firmly condemns Rwanda for its direct support to the M23, explicitly states that Rwandan troops (Rwandan Defence Forces, RDF) are deployed alongside the M23 rebels in eastern Congo (notably in Uvira, South Kivu), and describes this as deliberate sabotage of the peace agreements recently signed in Washington. He mentions recent field evidence, including the use of surface-to-air missiles by Rwandan forces and strategic involvement in planning offensives. Waltz states that the United States will use โ€œall tools at its disposalโ€ to hold Rwanda accountable and demands an immediate withdrawal of Rwandan troops from Congolese territory. INTERNATIONAL COMMUNITY TO BLAME FOR M23, RWANDA Asked whether Kinshasa now regrets demanding the (still incomplete) withdrawal of the UN peacekeeping mission in the country (MONUSCO) - in light of the advances being made by Rwanda-backed M23 rebels in eastern Congo - DRCโ€™s foreign minister Therese Kayikwamba Wagner responded by saying that areas no longer under UN jurisdiction have seen greater stability than MONUSCO-administered areas. If she is right, what was one of the UN's biggest and best funded ($1 billion annually) missions really about? She accuses the international community of complicity in destabilising the DRC. M23 would not be able to wage war so successfully if not for Kigaliโ€™s backing, and Rwanda itself would likely not possess the capacity to back the M23 without international support. Despite issuing condemnation, the West - in particular, the US, UK and France - have refrained from taking concrete measures against Rwandan president, Paul Kagame. Rwanda is heavily reliant on external funding. According to the World Bank, Kigali received $1.25 billion in official development assistance in 2021 - equivalent to 74% of central government spending. The EU in 2022 announced it would fund a Rwandan military campaign in Mozambique at $20 million. In 2024, Paris announced $400 million in funding for health, the environment and education. The UK also agreed a deal with Rwanda to host deported migrants worth $310 million in 2022. All these initiatives have been undertaken with the full knowledge of Rwandaโ€™s involvement in DRCโ€™s destabilisation. Might economic interests be a consideration, especially considering how crucial Congolese minerals such as cobalt and gold are to global markets, and the role Kigali plays in acquiring them from the DRC?

For this Congolese, who has visited mines in Maniema, North Kivu and Ituri and conducted his own field research, one of the biggest looters of Congolese minerals is not Rwanda, but South Africa! "Why were South African troops protecting Goma's international airport?" he asks rhetorically. He explains that it's because there are South African helicopters bringing minerals from Walikale (North Kivu) to Goma airport. These minerals belong to a global mining company called MPC, which has offices and representatives in South Africa. He says he has known MPC since 2003. Since then, he says, the South Africans have taken unquantifiable quantities of coltan and casserite minerals. Why don't we talk about South Africa, he asks? โ€œWhy don't we talk about the Lebanese and Indian traders who are based in Goma?โ€ He concludes that the only reason the Congolese talk about Rwanda is because Rwanda is their number one enemy. Rwanda is a trigger for the Congolese, he insists. He also dismisses claims that Rwanda is plundering DRCongo. He argues that there are no Rwandans in Congolese mines, not even in the Rubaya mines controlled by the M23. "They know they are not welcome," he says. "The Congolese take these minerals to Rwanda willingly, so how is Rwanda looting us?" These revelations also explain why South Africa is reluctant to withdraw its troops from Goma and continues to demand that the M23 withdraw from the city and reopen the airport. It is not even about the well-being of the SANDF troops who are trapped in their bases and dependent on the M23 for their basic supplies of food and water. It's about Ramaphosa's business interests.

READ THE FULL TRANSCRIPT OF THE UNITED STATES' DURING TODAY'S UN SECURITY COUNCIL MEETING The United States is profoundly concerned and deeply disappointed by the renewed outbreak of violence in Eastern DRC. Today, I want to share additional information on the scale and sophistication of Rwandaโ€™s involvement in the region. Since its re-emergence in 2021, Rwanda has maintained strategic control over its proxy armed group, M23, as well as M23โ€™s political wing, the Congo River Alliance, also known as the AFC. Rwanda has deployed M23 and the AFC to further its geopolitical ambitions in Eastern DRC. Kigali has been directly involved in planning and executing the war, providing both military and political direction to M23 and the AFC. For years, the Rwandan Defence Forces (RDF) have supplied material, logistical, and training support to M23, and have fought alongside them in the DRC with approximately 5,000 to 7,000 troops as of early December โ€” not accounting for any additional deployments during the recent escalation. In recent months, Rwanda has deployed multiple surface-to-air missile systems and other heavy, sophisticated weaponry into North and South Kivu to support M23 in its ongoing conflict with the DRC. Just this past weekend, M23 and Rwandan forces launched an offensive to seize Uvira, with RDF forces co-located on the frontlines with M23 fighters. We also have credible reports of increased use of suicide drones and artillery by both M23 and Rwanda, including artillery strikes into Burundi. Rather than a march toward peace โ€” as seen in recent weeks under the leadership of President Trump through the Washington Accords โ€” Rwanda is instead dragging the region back into greater instability and war. In light of the commitments made in Washington, we are deeply concerned about the continued presence of Rwandan military forces on Congolese soil in support of M23. The United States will use every tool at our disposal to hold accountable the spoilers of peace. We call on Rwanda to uphold its commitments and to fully recognize the Democratic Republic of Congoโ€™s sovereign right to defend its territory, including the right to invite Burundian forces onto its land in response to aggression. We are engaging with all parties to urge restraint and to prevent further escalation โ€” including calling for an end to hostile and ethnically charged anti-Tutsi rhetoric. As this Council continues to negotiate the renewal of the MONUSCO mandate, the United States will seek to ensure that the mission is empowered to support both the Doha and Washington agreements. While the parties themselves bear full responsibility for implementing these agreements, MONUSCO must have the freedom and capability to operate โ€” including unimpeded mobility and logistical support. It is a sad hypocrisy that UN peacekeepers are under siege from forces backed by a UN member state โ€” a state which also contributes troops to peacekeeping missions. The months-long M23 blockade on MONUSCO has severely impaired its ability to operate in and around Goma, as many have highlighted today. Furthermore, Rwanda continues to deploy surface-to-air missiles and conducts spoofing and jamming operations, effectively grounding MONUSCOโ€™s air assets. Under such conditions, how can MONUSCO succeed? We demand the immediate cessation of these obstructions, which violate Rwandaโ€™s and M23โ€™s obligations under the Doha and Washington Agreements. The United States remains firm in its support for MONUSCO and its critical role in realizing these historic agreements, which we believe hold the potential to finally end decades of suffering in Eastern DRC.

The renewal of Louise Mushikiwabo, former Minister of Foreign Affairs of Rwanda, for a third term as Secretary General of the International Organisation of La Francophonie (OIF) would be not only unacceptable, detestable, and disgusting, but would also constitute an implicit validation of the territorial aggressions and war crimes perpetrated by Rwanda in the Democratic Republic of the Congo (DRC). It would amount to delivering a monumental slap in the face to the DRC and its inhabitants, who have been enduring for decades the consequences of instability orchestrated by Kigali. Indeed, the OIF Secretariat General, under Rwandan leadership, serves as a tool of influence for Rwanda, enabling it to whitewash its mass crimes committed for over three decades in the east of the DRC. Ms. Mushikiwabo, who has held this position since 2019 and was re-elected in 2022, compromises the institution by serving Rwanda's geopolitical interests rather than those of the Francophone community. Supporting her candidacy for a third term, with the election scheduled for November 2026 at the Phnom Penh Summit in Cambodia, would endorse the territorial aggression carried out by Kigali, contribute to whitewashing war crimes in the DRC, and legitimise the illegal exploitation of mineral resources such as coltan and gold. The actions of the Kagame regime, described as potential crimes against humanity by international bodies, have caused millions of deaths and perpetuate instability in the Great Lakes region. Confidential United Nations reports from 2022 to 2025 provide solid evidence of the direct involvement of the Rwandan army alongside the rebel group M23 in attacks against Congolese forces, with support in weapons, recruitment, and training. This support is even now openly claimed by Kigali's police state regime. This truly unprovoked aggression has led to serious violations of international humanitarian law, including massacres, rapes, and forced displacements of populations, potentially constituting war crimes and crimes against humanity. Rwanda uses institutions like the OIF to purchase undue respectability that helps it whitewash these atrocities and project an image of diplomatic stability. While Rwanda has gradually downgraded French in favour of English in its education and administrative systems, Ms. Mushikiwabo's presence at the head of the OIF appears as blatant hypocrisy, mainly serving to increase Kigali's global influence rather than to defend Francophone values. France, a historic pillar of La Francophonie, must not support this renewal, lest it betray its role and the Congolese victims. Once again, the OIF Secretariat General under Rwandan leadership must not serve as a diplomatic vector to mask these exactions. Faced with this situation, Congolese people must mobilise massively, for example by organising demonstrations in front of all the embassies of Francophone member countries in Paris to demand that they firmly oppose a third term for Ms. Mushikiwabo of Rwanda. Once again, renewing Ms. Mushikiwabo would amount to condoning Rwanda's aggression in the DRC and ignoring the suffering of millions of Congolese.
