This Tuesday's strategic engagement with industry stakeholders in the ICTPCS sector was a dialogue centred on our progress in 2025 and the path forward for Zimbabwe’s digital transformation under NDS2 (2026–2030) and Vision 2030 this 2026. 2025 Milestones presented included the completion of the National AI Strategy and National Cybersecurity Strategy, strengthening our digital governance framework. Significant expansion of digital inclusion initiatives: the Presidential Internet Scheme, Telemedicine Project, Digital Skills Ambassadors Programme, and Community Digital Centres. Notable sector growth, including 14.5% increase in ICT investment and high mobile and Internet penetration. A continued focus on digital skills development, inclusivity, and public-private partnerships as critical drivers towards a fully digital economy by 2030. Which one is our priority for securing a digital future for Zimbabwe? The Honourable Speaker's position while providing a clear, logical, and data-informed counter-argument we appreciate his efforts and submission. Let us have a conversation on our priorities in the current Zimbabwean context which we presented yesterday: This is a critical national conversation on our digital future. The proposition of a Google data centre is undoubtedly appealing. Building a centre of Technological Excellence that houses multiple Tech companies and a Start-up Ecosystem is also prudent, though we are calling it a Technology Park. However, I was of the following view which I am willing to be criticised and guided on. The strategic prioritisation of a national ICT Park ecosystem currently is the foundational path to sustainable, sovereign growth and capacity for Zimbabwe. We are reaching out to every province through the Digital Centres, Innovation Hubs at Universities and Colleges. Infrastructure which we need to capacitate better. This is a decentralised system utilising and expanding the infrastructure we have. The central question is not if we want major players like Google; that is not questionable, but when, how and on what terms. Why are we building our own foundation, house, techno park and mini ICT Parks in the provinces and districts? We absolutely need at least a one hyperscale data centre, but centralisation in the current and future environment can be restrictive. This was our plan: 1.The Foundation Before the Skyscraper: Capacity and Traffic We need to increase our national data volumes and internet traffic . Our urgent priority should be upgrading our national backbone, specifically the Optical Fibre on Power Transmission Lines (e.g., Powertel's network from Insukamini to Johannesburg), to peer efficiently with global giants. This builds the foundational "digital highway" we manage. 2.Generating Traffic Through Digitalization A data centre is a response to demand, not a creator of it. We must first drive digitalization aggressively through digital payments, process automation, and e-governance to generate the significant local traffic that would make a data centre viable. Furthermore, we must incorporate Edge Computing strategies to process data closer to the source, a more efficient model for our current needs and in compliance to our Cyber and Data Protection Act which we can amend if need be. Being a regional internet and cybersecurity hub is crucial as the Speaker alluded to me mentioning it to SADC Parliamentary Forum, this is the ultimate goal. 3.PPPs are key to lessen the burden to the fiscus and we are ready to accommodate organisations willing to assist government.(Cont)

Congratulations to Rwanda Hon Minister of ICT Paula Ingabire and H.E. President Kagame on a visionary Inaugural Global AI Summit on Africa. Though I attended virtually, I was energized by the bold dialogue on Africa-led AI solutions and homegrown innovation to leapfrog development and solve Africa's challenges. I was truly inspired by H.E. Kagame’s call for collaborative Pan-African AI ecosystems and Hon. Minister Ingabire’s emphasis on ethical governance and digital infrastructure. These are priorities that Zimbabwe wholly shares. President Kagame's call for "Africa to stop playing catch up" in the AI revolution is a bold statement in joining all Africa to build our capacities. 🇿🇼 We’re advancing our National AI Strategy, prioritizing: ✅ AI-skilled youth through STEM partnerships and a Digital skills program that will empower 1.5 million Zimbabweans in the ICT space; ✅ Tele-Health services & AgriTech to tackle local challenges; ✅ Open-data frameworks for transparent governance. Key Issues Raised in the Maharashtra Vidhan Sabha for Pune’s Safety and Public Services In the Maharashtra Vidhan Sabha, I raised several important issues aimed at strengthening citizen safety in Pune and improving veterinary healthcare infrastructure. Five New Cyber Police Stations for Pune With cybercrime steadily rising in the city, I reiterated my earlier demand from the previous session to establish five new cyber police stations in Pune. I urged the Home Department to expedite action on this proposal. Expanded CCTV Network and Advanced Technology I also called for the immediate rollout of 10,000 new CCTV cameras across Pune and urged the Government to announce the state’s comprehensive CCTV policy at the earliest. Additionally, I proposed integrating criminal databases with CCTV networks through face recognition technology, enabling real-time alerts to cyber cells when suspects are detected and significantly improving crime prevention and investigation. Upgrading the Aundh Veterinary Hospital Currently, the Aundh Veterinary Hospital provides only OPD services. I requested the Animal Husbandry Department to expedite the tender process for establishing a multispeciality veterinary treatment centre with modern facilities, and to fill vacant posts at the hospital at the earliest. IGP DISU ATTENDS UN CHIEFS OF POLICE SUMMIT, CALLS FOR STRONGER GLOBAL POLICE COOPERATION The Inspector-General of Police, IGP Olatunji Rilwan Disu, psc(+), NPM, has reaffirmed Nigeria's commitment to strengthening international policing cooperation as a critical pathway to advancing global peace, security, and sustainable development. The IGP made the call while participating in the Fifth United Nations Chiefs of Police Summit (UNCOPS 2026) held at the United Nations Headquarters in New York from 7th to 8th July 2026. The summit brought together Ministers, Inspectors-General of Police, Chiefs of Police, and senior representatives of regional and professional policing organisations from across the world to discuss strategies for strengthening international peace, security, and development through enhanced collaboration between national police services and United Nations policing. Addressing the summit, IGP Disu noted that modern criminal networks increasingly exploit artificial intelligence, encrypted communications, and cyber-enabled platforms to operate across borders with growing sophistication, thereby challenging traditional policing models. He emphasized that while technology presents significant opportunities for law enforcement through artificial intelligence, digital forensics, and geospatial intelligence, public trust remains the foundation of effective policing. According to the IGP, innovation must reinforce transparency, accountability, respect for human rights, and adherence to the rule of law. The IGP further advocated greater international cooperation, capacity building, and equitable access to digital policing capabilities for all member states, stressing that the benefits of technological advancement should not be limited to a few technologically advanced nations. We delivered a solid first half with robust commercial performance on the retail market in France, Europe and Middle East & Africa. Associated with improved operational efficiency, this allows us to achieve an EBITDAaL growth of 3.8% and to raise our EBITDAaL growth target for 2025. 📍 In France, we achieved a notable acceleration of 0.9% EBITDAaL and our mobile network were ranked number one for the 14th time in a row. 📍The remarkable performance in Middle East & Africa, with a double-digit increase in EBITDAaL for the tenth consecutive half, was driven by access to our 4G and 5G networks, now used by more than half of our 167 million customers, as well as by the development of Orange Money and B2B. 📍 In Europe, volume momentum and value strategy lead to retail services revenue growth +1.2% and EBITDAaL up +2.2%. 📍 In Orange Business, we are on track with the plan and have achieved very solid growth for Orange Cyberdefense with a 7% revenue increase. We have launched a new division dedicated to defense and security to leverage opportunities in the area of sovereignty. This will enable us to capitalize on Orange’s innovative prowess, cybersecurity expertise and network quality. I am privileged to be invited as an observer to the Spier Dialogue 2026 in Cape Town, South Africa, a gathering that has brought together respected leaders, policymakers, diplomats, entrepreneurs, and change makers from across Africa and the world to discuss the future of democracy, governance, leadership, urbanisation, and economic transformation on our continent. This opportunity was made possible through the kind facilitation and connection of Mr. Peter Obi, whose commitment to fostering meaningful dialogue and engagement across African leadership spaces continues to open doors for constructive exchange and shared learning. As someone who contested for the position of Chairman of AMAC in the last election, this experience has been deeply enriching, particularly as I had meaningful engagements and listened to Mr. George Hill-Lewis, the Mayor of Cape Town and Leader of the South AfricanDemocratic Alliance, on city building, sustainable urban development, and how African cities can be transformed through visionary leadership, proper planning, and focused oriented governance. These are exactly the ideas and reforms I envisioned for AMAC and Abuja, creating functional communities, improving infrastructure, ensuring environmental sustainability, empowering young people, and building cities that truly work for the people. I also had the privilege of exchanging ideas with Mr. Venancio Mondlane, the leadership of ANAMOLA, the Mayor of Mozambique, and several other distinguished African leaders and thinkers on governance, economic productivity, institutional reforms, and the urgent need for Africa to invest more in its people, especially the youth. One thing remains clear, Africa has enormous potential, but realizing that potential requires competent, accountable, and compassionate leadership committed to service rather than personal interests. The conversations here in Cape Town further strengthen my belief that transformational leadership and intentional city development are critical to building the Africa we all desire.
