Almost all the vendors can speak/understand Bangla in Kashmir. The reason is the influx of Bengalis visiting Kashmir. Last time when i went, all I could see were Bengali tourists. In Haridwar too, most of the vendors in the bazaar speak bangla just for the same reason.
