"To access the rainy-day fund, it's set up in a way that you're only supposed to access it in a revenue failure, right? Well, we don't have a revenue failure. This is a federal government problem, not a state problem. And so, to access that, the max you can access is $300 million, and it takes two-third vote of the Legislature. So we'd have to call people back for a special session. And then, how do we actually get it delivered by Nov. 1 on those cards, which we don't have the access to do it? So that's what I mean that it's kind of complicated to deliver that."
