Even if Walukaga had obtained that ‘provisional transcript’ after completing two years of study, that document would not have cured the defect that led to the cancellation of his nomination. Under Uganda’s constitutional and electoral framework, eligibility to stand for Parliament is determined not by academic progression or time spent at a university, but by the completion of a recognized qualification. A provisional transcript merely confirms that a person is still pursuing a programme and has passed certain courses; it does not certify that the programme has been completed or that a higher academic qualification has been attained. For this reason, NCHE does not equate provisional transcripts or partial university studies to Advanced Level or any higher standard. NCHE’s mandate is limited to equating completed qualifications, such as a full diploma or degree, not ongoing studies. Consequently, a provisional transcript could neither replace nor revive an expired Mature Age Certificate, nor could it independently satisfy the constitutional requirement of having completed Advanced Level or its equivalent. In electoral matters, the law draws a strict distinction between studying and completion, and only the latter is recognized. Therefore, at the time of nomination, Walukaga remained legally ineligible not because he lacked education or academic capability, but because he had not yet completed a higher qualification that could stand independently of the expired Mature Age Certificate.

For nearly a year, I have been tracking and documenting the online behavior of a man known on TikTok as “Lord Gaga.” During that time, he has relentlessly and obsessively targeted and harassed the Metcalf family, often on a near-daily basis. The other day, he publicly stated that he would be attending the trial in an “elevated position.” Given the history surrounding this case, including the harassment, threats, doxxing, and swatting connected to those involved, that statement immediately raised red flags. The matter has been reported to the local police department. At this point, it is important that law enforcement and court security take every statement like this seriously, document it properly, and determine whether it constitutes a credible threat, an attempt at intimidation, or simply reckless rhetoric designed to provoke fear and chaos surrounding an already volatile case.
