What about the a sunnah qabliya prayer before fajr? Does the rule apply or not since the prayer time is rather short. Also qabliya before duhr and isya prayers?

what if someone in the jamaah is a musaffir and is combining say dhur, which he prays with the imam, with asr, so gets up to pray asr immediately when dhur finishes ?
