During the detention an ICE agent directly told Lupe they didn’t need her screaming at them. After the agents got in their vehicles she went live and started warning other illegal aliens that ICE was in the area. These people aren’t "lawful observers". They show up specifically to harass agents and try to disrupt operations by warning other illegal aliens.
