They had to "expedite" the contract due to what emergency? The Pool was supposed to be completed on May 22. The contractor has failed to fulfill the contract.

For anyone not familiar with federal rules: If you get a federal grant and you use it to buy a piece of equipment that costs more than $10,000, you have to get multiple bids to make sure you're paying a reasonable price. Same if you're hiring a contractor.
