He tries to sound reasonable, but he frames any potential dialogue in terms most comfortable to him. Putin is happy to talk about European security. What that actually means is he wants Europeans to provide Russia with security guarantees and a greater say in dictating security architecture. Putin does talk about how he feels war is coming to an end, but he certainly doesn’t sound like a man willing to compromise. He wants peace, but only on his terms.

I would like to remind you of several interesting factors about how Putin and Russia’s rhetoric about NATO has changed, as well as about Ukraine’s accession to NATO. In 2002, in Rome, when asked by a journalist about how Ukraine’s accession to NATO would affect relations between Russia and Ukraine, Putin replied that Ukraine is a sovereign state. And she herself has the right to freely choose her future, including the future of her security. And that Russia is not against if Ukraine and the Alliance decide that Ukraine will become a member of NATO. Now these liars are using NATO expansion as one of the reasons for their invasion. And this despite the fact that Ukraine has never been a member of this military bloc, and there were no plans to admit it there in the near future. And we all understand that all these reasons for the invasion are manipulation and lies in order to justify their aggression, terror and attempt to occupy Ukraine. Regarding the second part of the video, Putin says that NATO expansion is unacceptable in 2022. Some time later, when he is asked about Finland and Sweden joining NATO. He says he doesn't mind. NATO is the Defense Alliance. Even Article 5 of NATO implies collective security in the event of an attack on one of the Alliance countries. He was pro-Russia, pro-Putin leader of EU country and NATO member state, who opposed further sanctions against Russia, further assistance for Ukraine, and the idea of Ukraine becoming member of EU. This is why he was so useful to Kremlin, which saw him as destabilizing force within the European Union. And now he's gone.

Putin not only wants to disrupt the Peace Summit and makes every effort to do so, but he is also afraid of what the Summit can bring. The world is capable of forcing Russia to make peace and follow international security norms. Russia has no counterarguments to the global majority—despite any of Putin’s lies, he relies on his surroundings in the broadest sense, which includes international surroundings. Except for the aggressor, no one in the world is interested in this war, and everyone understands that. The Peace Summit is the format that will not allow Putin to lie anymore. And without lies, he is absolutely no one. I thank everyone in the world who helps us organise the summit and shows leadership in bringing true peace closer.
