Bengaluru's traffic problem needs urgent short and long term solutions. A well-connected Metro network will play a pivotal role in easing Bengaluru's traffic problem. But whether it's the Phase 1 or the Yellow Line, BMRCL has never been able to meet its deadlines in any project it has taken up. We are everyday seeing people struggle for some breathing space in Bengaluru's overcrowded metro trains. From addressing delays in procurement of coaches to speeding up the execution of projects, BMRCL has a lot of catching up to do. But the city cannot wait. Leaving party politics aside, I once again urge CM Siddaramaiah & DCM DK Shivakumar to urgently convene a meeting of public representatives & traffic experts to explore solutions for Decongesting Bengaluru.

It is deeply concerning and unfortunate that most bodaboda riders operating within Nairobi CBD have developed the habit of riding on the wrong side of the road, putting their own lives, their passengers, and other road users at serious risk. This is the disturbing situation I personally witnessed this evening while on the ground verifying complaints about alleged harassment and illegal arrests by the county inspectorate team. From my spot checks, the reality was clear many riders are deliberately violating traffic rules. Within a short time, we recorded 348 bodabodas using the wrong side of the road. Out of these, 253 were stopped, turned away, and advised to immediately return to the correct lane, while several others fled upon noticing enforcement officers. Moving forward, enforcement will now be strict and uncompromising. Any bodaboda found breaking traffic rules especially riding on the wrong side will face immediate arrest of BOTH the rider and the passenger, and the motorbike will be impounded. Arresting the passenger is intentional because they enable this lawlessness by accepting unsafe rides. This measure will send a strong message and encourage passengers to demand compliance with traffic rules. Through shared responsibility, we can promote self-regulation, reduce accidents, restore order on our roads, and improve safety within the city. Road safety is not optional. We must all take responsibility.

Chaired a high-level review meeting today at the DGP Office on the implementation of our Safe City Project, with the 4 commissioners of police and the 3 Municipal Commissioners and Transport Commissioner .As Hyderabad grows rapidly, so must our approach to urban safety. The Safe City Project is our commitment to building a safer, smarter city for women, children, senior citizens, pedestrians and every resident powered by technology and coordinated action. We reviewed progress on several fronts today which are Technology-driven policing, to maximise use of HD CCTV surveillance, Integrated Command & Control Centres in all commissionerates , Intelligent Traffic Management Systems, AI and smart monitoring for stronger crime prevention and faster emergency response. 12 Mobile She Toilets are already functional across the city We decided to have 12 more so that each of 12 zones in the 3 municipal corporations have two each . 2,306 cameras operational under Phase-I, with 862 more underway in Phase-II. Instructed all cameras be kept fully functional at all times. Pelican Signals (Pedestrian signals) to be active now at 77 locations which will be attempted to be utilised by using traffic volunteers to help pedestrians cross over . GHMC will maintain all the 404 traffic signals and improve pedestrian infrastructure in congestion-prone areas. For public awareness, directed continued use of our mobile campaign vehicles to educate citizens on safety, traffic rules, cybercrime and anti-drug initiatives. Which one is our priority for securing a digital future for Zimbabwe? The Honourable Speaker's position while providing a clear, logical, and data-informed counter-argument we appreciate his efforts and submission. Let us have a conversation on our priorities in the current Zimbabwean context which we presented yesterday: This is a critical national conversation on our digital future. The proposition of a Google data centre is undoubtedly appealing. Building a centre of Technological Excellence that houses multiple Tech companies and a Start-up Ecosystem is also prudent, though we are calling it a Technology Park. However, I was of the following view which I am willing to be criticised and guided on. The strategic prioritisation of a national ICT Park ecosystem currently is the foundational path to sustainable, sovereign growth and capacity for Zimbabwe. We are reaching out to every province through the Digital Centres, Innovation Hubs at Universities and Colleges. Infrastructure which we need to capacitate better. This is a decentralised system utilising and expanding the infrastructure we have. The central question is not if we want major players like Google; that is not questionable, but when, how and on what terms. Why are we building our own foundation, house, techno park and mini ICT Parks in the provinces and districts? We absolutely need at least a one hyperscale data centre, but centralisation in the current and future environment can be restrictive. This was our plan: 1.The Foundation Before the Skyscraper: Capacity and Traffic We need to increase our national data volumes and internet traffic . Our urgent priority should be upgrading our national backbone, specifically the Optical Fibre on Power Transmission Lines (e.g., Powertel's network from Insukamini to Johannesburg), to peer efficiently with global giants. This builds the foundational "digital highway" we manage. 2.Generating Traffic Through Digitalization A data centre is a response to demand, not a creator of it. We must first drive digitalization aggressively through digital payments, process automation, and e-governance to generate the significant local traffic that would make a data centre viable. Furthermore, we must incorporate Edge Computing strategies to process data closer to the source, a more efficient model for our current needs and in compliance to our Cyber and Data Protection Act which we can amend if need be. Being a regional internet and cybersecurity hub is crucial as the Speaker alluded to me mentioning it to SADC Parliamentary Forum, this is the ultimate goal. 3.PPPs are key to lessen the burden to the fiscus and we are ready to accommodate organisations willing to assist government.(Cont)

The value of the work we're doing at Optimum is encapsulated quite well by the phrase "speed is money". In modern markets there are real economic advantages to latency reduction. This is nothing new. Wall Street firms have long been optimizing on latency, primarily through colocation and top of the line hardware. However, when it comes to decentralized systems, expensive hardware and geographic concentration are antithetical to their purpose. Therefore we should optimize decentralized network latency through software, which I'm thrilled about because it's exactly what I've spent the better part of the past 2 decades working on with Random Linear Network Coding. Now let’s talk about networking economics, the relationship between speed and money. First, it's important to note that users will only pay for low latency if it can be consistently guaranteed. Second, you can only make that latency guarantee for a certain number of users. This is a universal law of networking. We can model this relationship on a delay curve, shown below. The delay curve is determined by the utilization rate of the network, meaning how much traffic is flowing through the network divided by the network's throughput. As you approach a level of traffic equal to the available throughput, latency trends infinitely higher. On this delay curve we can impose some utility thresholds. These thresholds are the levels of latency which are important to different groups of users because of how that latency guarantee improves their economic outcomes. Finding the point on the curve where each threshold intersects will tell us what level of traffic we can guarantee that level of latency for. Essentially, there exists a finite supply of speed on a network and the highest utility users of that speed are willing to pay more for it. I like to think of this similarly to expedited shipping options on Amazon. This is why we say speed is money, and why we can create a Latency Marketplace. The only way to increase the supply of speed is to fundamentally increase network throughput. This is what we work on at Optimum by using Random Linear Network Coding. The same relationship between traffic and throughput still applies, but now the delay curve is shifted out further to the right. Now more traffic can be processed at the same latency, or the same traffic can be processed at a lower latency. More speed available to the network. More value unlocked for the network’s users. Crucially, that value is no longer only reserved for those who can afford to sit closest to the machine. Expanding the supply of speed widens who can reach each latency threshold, keeping the network's advantage decentralized rather than concentrated in the hands of a few. When nodes join Optimum and participate, they reap the benefits, but they also add to the capacity. Rather than vying against each other in a zero-sum game, nodes help themselves and others.

However, when it comes to decentralized systems, expensive hardware and geographic concentration are antithetical to their purpose. Therefore we should optimize decentralized network latency through software, which I'm thrilled about because it's exactly what I've spent the better part of the past 2 decades working on with Random Linear Network Coding. Now let’s talk about networking economics, the relationship between speed and money. First, it's important to note that users will only pay for low latency if it can be consistently guaranteed. Second, you can only make that latency guarantee for a certain number of users. This is a universal law of networking. We can model this relationship on a delay curve, shown below. The delay curve is determined by the utilization rate of the network, meaning how much traffic is flowing through the network divided by the network's throughput. As you approach a level of traffic equal to the available throughput, latency trends infinitely higher. On this delay curve we can impose some utility thresholds. These thresholds are the levels of latency which are important to different groups of users because of how that latency guarantee improves their economic outcomes. Finding the point on the curve where each threshold intersects will tell us what level of traffic we can guarantee that level of latency for. Essentially, there exists a finite supply of speed on a network and the highest utility users of that speed are willing to pay more for it. I like to think of this similarly to expedited shipping options on Amazon. This is why we say speed is money, and why we can create a Latency Marketplace. The only way to increase the supply of speed is to fundamentally increase network throughput. This is what we work on at Optimum by using Random Linear Network Coding. The same relationship between traffic and throughput still applies, but now the delay curve is shifted out further to the right. Now more traffic can be processed at the same latency, or the same traffic can be processed at a lower latency. More speed available to the network. More value unlocked for the network’s users. Crucially, that value is no longer only reserved for those who can afford to sit closest to the machine. Expanding the supply of speed widens who can reach each latency threshold, keeping the network's advantage decentralized rather than concentrated in the hands of a few. When nodes join Optimum and participate, they reap the benefits, but they also add to the capacity. Rather than vying against each other in a zero-sum game, nodes help themselves and others.

Just a day after we highlighted the story about dilapidated vessels at Likoni crossing channel and selling of one of its ferry, it has emerged that a commuter tried to commit suicide. This happened today morning in one of the vessel plying the channel. Yesterday, we reported that activities at the Likoni crossing channel have been slowed down after Kenya Ferry Services sold one of its key ferries. The Ferry agency sold MV Kilindini which is one of the ferries that has for long been operating at the Likoni channel. A spot check at the channel revealed that only three vessels; Mv Likoni, Jambo and Safari were operational on Tuesday morning. The rest of the ferries are at their yard over unknown reasons but this has triggered a lot of traffic and several cases of stampede. Environmental experts have consequently raised concern about the wreckage being created from MV Kilindini while packed at the Island side. But ferry users are purtubed that KFS is quiet as they struggle to avoid dangerous stampedes occasioned by the imminent traffic.
