Sir here is my take on this issue: 1 - deterrence or punishment not given 2 - decentralisation - e.g. in some states like Mumbai the municipal authority which cleans up Mumbai is run by opposition which wants people to be upset coz it will help to overthrow the current regime.

Indians need basic education. quality education. It must start at home.

It doesn’t work that way, even if each individual keeps his/her surroundings clean, there’re 100 others to make them dirty! India’s problem is too many uncaring people whose only aim is to fend for themselves, no one is bothered about clean air, water, food.

India’s problems are not about civic sense but rather an outcome of low trust society!!
