Yesterday, Colonel Nsabimana introduced to the public another FDLR commander, known by the nom de guerre Tokyo (real name Yoweri), originally from Kivu, western Rwanda, captured by AFC/M23 soldiers in eastern DRC, specifically in Muzimu, an entity in the Masisi territory of North Kivu, where he led attacks alongside the Congolese army, now known as Wazalendo, allied with the Armed Forces of the Democratic Republic of Congo (FARDC) and its armed wing. Tokyo, in coordination with Jean-Marie Ignace Dunia of ACNDH-NYATURA, Tigray and the FDLR are known for their indescribable cruelty in Kibarizo (eastern DRC), where they burned down a village, publicly declaring: "We will not lay down our arms until the last Tutsi returns to Rwanda." This is the second major FDLR figure captured by the political-military movement, primarily interested in the Congolese revolution and liberation, (which continued its activities as far away as Kinshasa) after Brigadier General Jean Baptiste Gakwerere and Major Gilbert Ndayambaje, accompanied by Sergeant Major Nsabimana August, Sergeant Mupenzi JMV (Brigadier General Gakwerere's escort), Corporal Sibomana Laurent, Corporal Ishimwe Patrick, Corporal Ibyimanikora Concorde, Corporal Ukwishaka Sadam, Corporal Hategekimana Eric, Private Ndayambaje Pascal, Private Rukundo Daniel Désiré, Private Ntakirutimana Niyonzima, Private Ndayambaje Fabien, Private Uwiduhaye Gilbert, and other members of an FDLR (Democratic Forces for the Liberation of Rwanda) group captured by the coalition Alliance Fleuve Congo/March 23 Movement (AFC/M23) during military operations in eastern DRC. They had already been officially handed over to the Rwanda Defence Force (RDF) on March 1, 2025, at the Grande Barrière border post, between Goma and Rubavu district (Gisenyi). Preliminary information from the captives indicates their close collaboration with FARDC, Wazalendo, SAMIDRC and the mercenaries. Further findings suggest that FDLR elements have relocated to Walikare, Lubero, Mwenga, etc. However, it is very likely that some FDLR remnants are still hiding within areas currently occupied by M23. Beyond the Tshisekedi regime's theatrical maneuvers, these genocidal forces remain a strategic ally of Kinshasa, operating within its army. The only people who don't want the FDLR in Congo are their victims.

Kinshasa regime vs M23/AFC: Uvira—While M23/AFC is reassuring people to go back in their daily activities, and refugees to go back home. Yesterday, Burundi and DRC high command officials finalized offensive plans to retake Uvira. During a meeting held in Bujumbura, Burundi, the host country agreed to ensure coordination of these operations. Burundi is already hosting more than 30 thousands heavily armed militiamen who fled the fighting in South Kivu. Among them are members of the FDLR genocidal forces, Imbonerakure, Burundian soldiers, DRC soldiers, and Mai-Mai. Burundi, unaware that the mosquito has landed on its testicles, as the saying goes, remains stubbornly faithful to its genocidal ideology no matter the cost. Sources within the DRC and the Burundian army confirm that these attacks are imminent. Initially, the Burundian troops withdrawn from the mountains of the DRC were supposed to coordinate with FARDC special forces and mercenaries arriving from Katanga, Kalemie, and Kindu, plus reinforcements coming from Walikale, in order to advance along the Mwenga axis. At the same time, units redeployed from Burundi itself, along with those who had fled to Makobola, were to launch simultaneous attacks against M23 defensive positions on the outskirts of Uvira. At the same time, reports say that Gitega has dressed thousands of militiamen under its command in RDF fatigues and positioned them near Rwanda with intention to sow chaos— now we know why they were printing these uniforms. Kinshasa continues to hide its military losses by making up stories and spreading propaganda, diligently carried out by news agency Reuters & news media TV5MONDE Info. Other than collectively admitting that Kinshasa is violating international law by using mercenaries who are operating drones that bomb civilians, namely Tutsi Banyamulenge in the High Plateaus, and around Uvira, Kinshasa, Reuters and TV5Monde, are claiming that Erik Prince "liberated" or "participated in liberating Uvira". First of all, as we have reported directly from Uvira on January 17th via Conspiracy Tracker Great Lakes, AFC/M23 withdrew voluntarily at sunset on January 17th. My team and I personally followed the last convoy of AFC/M23 as they exited #Uvira. While, we could see wazalendo at the outskirts of Uvira, and could hear some remote gunshots that never reached anywhere near Uvira center, NO wazalendo, FARDC, Burundian troops, let alone white mercenaries dared approaching the city of Uvira before AFC/M23 exited. #Uvira was entirely secured by AFC/M23 during the entire time they were positioned there from December 10th to January 17th. And it is only after they had left, that the wazalendo stormed into the city to loot, shoot, and to attack civilians and their property. The Burundian troops alongside FARDC followed thereafter from Bujumbura. Reuters and TV5MONDE are trying to make the public believe that Erik Prince is some sort of Rambo that could confront the highly determined young AFC/M23 soldiers, who 1) have been either discriminated against their entire lives for who they are, born and raised in refugee camps, ready to die because they have pledged that they will not grow old in refugee camps like their parents have, or 2) others who have had no country that could keep them safe from armed groups and corrupt officials for 30 years. One high-ranking military officer of AFC/M23 said to my colleague and I, when we asked him about Erik Prince and "his boys", his answer was quite edifying: "those ones, they are even weaker than the wazalendo". The type of sensationalist propaganda made-in Kinshasa, amplified by partners like Reuters, or TV5MONDE Info, only serves to further exacerbate the violence which currently puts at high risk of extermination the entire Banyamulenge community living in High Plateaus and around Uvira, and to sabotage any attempt at achieving peace in #DRC through the #Washington and @Doha peace processes.

He expressed deep admiration for what he called the "new governance" introduced by the AFC/M23 leadership, which, according to him, has disrupted negative forces and restored a sense of safety among local populations. "The professionalism of the Congolese Revolutionary Army has brought order and security in all the villages and cities liberated by the AFC/M23," he stated. He further extended a call to action to other citizens of North Kivu, particularly those still aligned with the central government in Kinshasa, urging them to abandon what he termed "a regime of public money thieves" and join the AFC/M23 in building a "new Congo"—one free from conflict, tribalism, and social inequality. The announcement was made public by the Cellcom of the North Kivu Governorate, signaling a possible shift in political dynamics in the region as tensions between the central government and armed groups persist. This development comes amid renewed international concern over instability in eastern DR Congo, where the M23 movement has continued to play a significant role both militarily and politically.

Once again, the UN Human Rights has falsely accused the Rwandan army of killing civilians in Rutshuru. This baseless accusation ignores the real perpetrators entirely. Civilian massacres in eastern DRC are carried out by the FDLR, a genocidal militia composed of perpetrators of the 1994 Tutsi Genocide, still active and armed in Congo. The Wazalendo, militias created, armed and funded by Tshisekedi’s regime, are responsible for horrific crimes: ▪️mass rapes of women and girls, ▪️forced recruitment of children, ▪️summary executions and mutilations. Recent examples: ▪️Gatumba, Aug 2004: over 150 civilians massacred in a refugee camp by FDLR/Palipehutu-backed forces. ▪️Kishishe, Nov 2022: over 200 civilians massacred, including women and children. ▪️Masisi, May 2024: children burned alive by pro-Kinshasa militias. ▪️Rutshuru: eyewitnesses confirm FDLR & Wazalendo, not Rwanda, are the killers, etc, etc... To cite only M23 and RDF as perpetrators is an intentional oversight that shields the real dangers in Eastern DRC, especially North Kivu: FDLR, Wazalendo, and other militias. It’s shameful for such a major organization to display this level of intellectual laziness. By failing to identify the real criminals, the UN Human Rights becomes complicit. It allows impunity to flourish, protects militias, and condemns eastern Congolese civilians to live under terror. Question: How long will the UN Human Rights betray its mandate? It has the resources to uncover the truth, yet it targets Rwanda instead, prioritizing political agendas over victim protection. READ THE FULL TRANSCRIPT OF THE UNITED STATES' DURING TODAY'S UN SECURITY COUNCIL MEETING The United States is profoundly concerned and deeply disappointed by the renewed outbreak of violence in Eastern DRC. Today, I want to share additional information on the scale and sophistication of Rwanda’s involvement in the region. Since its re-emergence in 2021, Rwanda has maintained strategic control over its proxy armed group, M23, as well as M23’s political wing, the Congo River Alliance, also known as the AFC. Rwanda has deployed M23 and the AFC to further its geopolitical ambitions in Eastern DRC. Kigali has been directly involved in planning and executing the war, providing both military and political direction to M23 and the AFC. For years, the Rwandan Defence Forces (RDF) have supplied material, logistical, and training support to M23, and have fought alongside them in the DRC with approximately 5,000 to 7,000 troops as of early December — not accounting for any additional deployments during the recent escalation. In recent months, Rwanda has deployed multiple surface-to-air missile systems and other heavy, sophisticated weaponry into North and South Kivu to support M23 in its ongoing conflict with the DRC. Just this past weekend, M23 and Rwandan forces launched an offensive to seize Uvira, with RDF forces co-located on the frontlines with M23 fighters. We also have credible reports of increased use of suicide drones and artillery by both M23 and Rwanda, including artillery strikes into Burundi. Rather than a march toward peace — as seen in recent weeks under the leadership of President Trump through the Washington Accords — Rwanda is instead dragging the region back into greater instability and war. In light of the commitments made in Washington, we are deeply concerned about the continued presence of Rwandan military forces on Congolese soil in support of M23. The United States will use every tool at our disposal to hold accountable the spoilers of peace. We call on Rwanda to uphold its commitments and to fully recognize the Democratic Republic of Congo’s sovereign right to defend its territory, including the right to invite Burundian forces onto its land in response to aggression. We are engaging with all parties to urge restraint and to prevent further escalation — including calling for an end to hostile and ethnically charged anti-Tutsi rhetoric. As this Council continues to negotiate the renewal of the MONUSCO mandate, the United States will seek to ensure that the mission is empowered to support both the Doha and Washington agreements. While the parties themselves bear full responsibility for implementing these agreements, MONUSCO must have the freedom and capability to operate — including unimpeded mobility and logistical support. It is a sad hypocrisy that UN peacekeepers are under siege from forces backed by a UN member state — a state which also contributes troops to peacekeeping missions. The months-long M23 blockade on MONUSCO has severely impaired its ability to operate in and around Goma, as many have highlighted today. Furthermore, Rwanda continues to deploy surface-to-air missiles and conducts spoofing and jamming operations, effectively grounding MONUSCO’s air assets. Under such conditions, how can MONUSCO succeed? We demand the immediate cessation of these obstructions, which violate Rwanda’s and M23’s obligations under the Doha and Washington Agreements. The United States remains firm in its support for MONUSCO and its critical role in realizing these historic agreements, which we believe hold the potential to finally end decades of suffering in Eastern DRC.

"300 Tutsi homes burned to the ground in Nturo by FDLR!" A report by Bojana Coulibaly As part of a book project on the Mechanisms of Genocide Ideology in North Kivu, my research partner and I went to investigate the infamous attack on the village of Nturo which took place in October 2023. ➡️ After conducting interviews with Nturo residents, we found that Nturo had about 300 homes owned by Congolese Tutsi. They were attacked by #FDLR on October 2nd, 3rd and 4th, 2023. This was 6 months after the #M23 withdrew from 80% of their previously controlled territory in the Rutshuru and Masisi areas, and one month before the withdrawal of the EAC forces. ➡️ During the main attack, the area was under control of the Burundian EAC contingent. ➡️ We found out that after the #M23 withdrew in March 2023, the 300 Nturo families were systematically targeted by FDLR-Nyatura-Wazalendo. The residents were persecuted and had to pay monthly taxes for cattle and land ownership to the #FDLR. People were killed when they could not pay the taxes. ➡️ The FDLR attacked Nturo several times after M23 withdrew, on the watch of the Burundian EAC forces. All the Nturo residents we interviewed agree that the Burundian EAC soldiers gave a green light to the FDLR-Nyatura-Wazalendo on the day of the main attack. This was confirmed in a video by one of the assailants. The complicity of the Burundian EAC forces with FDLR may be explained by their endorsement of anti-Tutsi genocide ideology. ➡️ On October 2nd, the big attack began. Two Nturo residents got killed during the attack. On October 3rd, FDLR, Nyatura and their families came and looted all the homes, loading trucks with the belongings of Nturo residents. Most residents had fled on October 2nd and 3rd. On October 4th, the assailants came with yellow canisters full of gasoline. They deliberately sprayed all the houses and set fire, which led to the total annihilation of the village of Nturo. ➡️ As we can see in the video footage, FDLR-Nyatura-Wazalendo clearly acknowledged that they were wiping of the map a "Tutsi village". ➡️ During the attack, the majority of Nturo residents fled to the Bwiza IDP camp where 17,000 IDPs had gathered from several parts of eastern DRC, after facing persecution by #FDLR & Nyatura for decades. ➡️ Since November 2023, Nturo residents have began to return to Nturo to rebuild their homes. Those who came in November 2023 witnessed attacks carried out by a FARDC Sukhoi. Indeed, according to the residents, seven bombs were dropped on Nturo. ➡️ When we visit Nturo today, we can see that all the houses have recently been rebuilt. ➡️ ➡️What happened in Nturo is illustrative of the politics of divisionism used by the Government of Kinshasa in its conflict against #M23, particularly through its collaboration with the genocidal force #FDLR. It is also representative of the impact of genocide ideology in DR Congo. ➡️➡️While the attack is slightly mentioned in the December 2023 UN Group of Experts report, it is certainly inadequate as no statement was done by MONUSCO & no investigation was ever carried out. In fact, around the time of the withdrawal of the EAC forces in November 2023, the Burundian army joined the DRC government coalition comprising FARDC, MONUSCO, #FDLR, Wazalendo and European Mercenaries, to fight against #M23. ➡️➡️The total annihilation of Nturo is proof that there is ongoing ethnic cleansing of the Congolese Tutsi in eastern DRC. It shows the impact of genocide ideology in the region, as systematic attacks on Congolese Tutsi in Kitchanga and Bwiza by FDLR also took place. ➡️➡️This tragedy similarly highlights that Nturo residents were feeling safe under the presence of #M23. However, when #M23 withdrew in March 2023, letting EAC take over, the security of Nturo residents drastically decreased. This particular element seems to legitimize the existence of #M23. ➡️➡️➡️ In view of these observations, could we conclude that #M23 is the solution to insecurity in Eastern DRC? Dear Delphin R. Ntanyoma You accused me of avoiding some of your questions, but I did not. 1. You claimed that this is the first time in 30 years that His Excellency Paul Kagame has spoken about the Banyamulenge. That is false. The evidence below proves otherwise, and I can provide more examples if needed. 2. Regarding Red Tabara in the DRC, my position is clear: I believe Kinshasa has used Red Tabara alongside Mai-Mai groups in the Hauts Plateaux against the Banyamulenge. If I am wrong, please provide just one official statement in which Felix Tshisekedi - UDPS government condemned Red Tabara’s presence in the Hauts Plateaux. My answer is clear: I believe Kinshasa did not do so because Red Tabara was serving an objective that Kinshasa pursued against the Banyamulenge in the Hauts Plateaux of Minembwe. The situation becomes clearer when compared with Kinshasa’s actions against M23, which claims to be protecting Tutsi communities. If Red Tabara’s mission was also to protect the Tutsi Banyamulenge, Kinshasa would not have remained silent about its presence and activities against the Banyamulenge 3. My position is based on this claim: In December 2023, during a meeting organized by Justin Bitakwira , leaders of the Wazalendo coalition—including Chef Kitongo, Mulumba (FDLR), Yakutumba, Ngomanzito under the FARDC, and others—discussed Red Tabara’s presence in the Hauts Plateaux. During the meeting, Yakutumba reportedly quoted Ngomanzito, as shown in the video below, saying: “I am Red Tabara, and Red Tabara is me.” If Kinshasa exercises authority over armed groups operating under the Wazalendo coalition and FDLR in the Hauts Plateaux, including Ngomanzito, and if these groups are directly involved in fighting the Banyamulenge, then who else should be held responsible for Red Tabara’s activities there, if not Kinshasa?

Ezéchiel GAKWERERE, who according to ICG Africa Report N°151 – 9 July 2009 ("Congo: A Comprehensive Strategy to Disarm the FDLR") is among those who "played major roles in leading the 1994 genocide [against the Tutsi in Rwanda]", was handed over to Rwandan authorities today, along with two dozens of his FDLR militiamen. ➡️ Major Gilbert NDAYAMBAJE (a.k.a Castro Rafiki) was also repatriated. Following his surrender in 2016, MONUSCO turned him over to the Government of DRC (S/2016/1102).
