Ukraine and Poland are preparing to host the Ukraine Recovery Conference this June. It is especially important for us that, for the first time, this annual conference will include a dedicated security and defense dimension – a key pillar of Ukraine’s recovery alongside energy, private sector development, human capital, and infrastructure reconstruction on the path to EU membership. I spoke about this at the “Road to URC” event in Rzeszów. Since the beginning of the full-scale invasion, Ukraine’s defense industrial production capacity has increased 50-fold. Nearly half of the weapons used by our Defense Forces are produced in Ukraine. We have one of the fastest innovation cycles: from idea to active combat deployment in as little as three months. Ukrainian drones, ground and maritime systems, electronic warfare capabilities, counter-drone solutions, and new types of missiles are already changing the nature of modern warfare. The world is very interested in this experience. We are ready to expand cooperation and integrate Ukraine’s defense industry into the European space. The “Build with Ukraine” and “Build in Ukraine” initiatives create tools for developing joint ventures and localizing production both in Ukraine and in partner countries. This is a shared investment in the security of our continent. I am grateful to the Ukrainian defense manufacturers who presented their stands in Rzeszów. Ukraine is ready for defense partnership. 🇷🇺🇪🇺‼️ NATO has reportedly developed a detailed battle plan for stopping a potential Russian invasion of the Baltic states, built around overwhelming long-range firepower, autonomous systems and systematic destruction of Russia’s ability to sustain an offensive. According to BILD, the objective would not be to occupy Russian territory, but to halt Moscow’s advance and weaken its forces as severely as possible. The opening phase would focus on suppressing Russian missile and drone attacks with NATO aircraft, missiles and unmanned systems, while simultaneously striking military infrastructure in Kaliningrad. NATO would then establish an “autonomous zone” along the borders with Russia and Belarus, where Russian advances would be stopped largely by aerial and ground robotic systems rather than a permanent physical presence of allied troops. Subsequent operations would expand against the infrastructure supporting Russia’s war effort, including military bases, airfields, bridges, railways and defense-industrial facilities. The plan reflects how dramatically NATO’s doctrine has evolved since Russia’s invasion of Ukraine. The alliance is preparing not simply to defend every kilometer of territory with soldiers, but to destroy the logistics, infrastructure and combat systems required for Russia to sustain an invasion. Yesterday, Ukraine’s Special Operations Forces set a record for the range of a drone strike on the enemy’s critical infrastructure — more than 3,300 km. When Commander Magyar offers NATO countries the “borscht recipe” and says that russia poses a threat to Europe and that NATO countries are not ready for drone war, many people do not take it seriously. Look at the numbers. - There are drones capable of covering 3,000 km and striking targets. Ukraine pays a bloody price every day for having invented this recipe. If NATO countries think they have plenty of time, they are mistaken. Europe must rapidly turn Ukraine’s lessons into doctrine, procurement, training, and force structure — including dedicated Unmanned Systems Forces in every country, integrated with air defense and conventional forces. Partnership with Ukraine is not only help for an ally that is holding back russia. It is the fastest way for Europe to prepare its own defense against a threat that already has range, scale, and pace.

I would like to remind you of several interesting factors about how Putin and Russia’s rhetoric about NATO has changed, as well as about Ukraine’s accession to NATO. In 2002, in Rome, when asked by a journalist about how Ukraine’s accession to NATO would affect relations between Russia and Ukraine, Putin replied that Ukraine is a sovereign state. And she herself has the right to freely choose her future, including the future of her security.
