If you disable music, you'll hear a man speak to James over the prison's speakers. I can hear "you've killed somebody", but can't make out the rest. He sounds exactly like the Brookhaven director, so I assume it's him. It's possible he's watching James throughout the game, it's hinted a few times in SH2R and implied strongly in the official SH2 novel. In the game it isn't mentioned, but we can see it through Luke Roberts' subtle yet very detailed acting.
