doesn’t know what she’s talking about! Jessica, a discharge petition is a House only tool (House Rule XV, clause 2). It allows 218 House members to force a bill out of committee & onto the floor for a vote. The Senate has no discharge petition and never has. There is no equivalent mechanism in Senate rules. DUH!

Here are 3 more statements @JessicaTarlov made that are WRONG on @TheFive today (March 23, 2026). 1. Discharge petition: Tarlov claimed Senate Democrats could use one to force DHS funding. 💥WRONG: Discharge petitions are House-only (House Rule XV, clause 2). The Senate has never had one. To bring up DHS funding, a senator must offer a motion to proceed, which is debatable and filibusterable - requiring 60 votes for cloture (Rule XXII). No shortcut exists. 2. Simple majority for SAVE Act and DHS funding: Tarlov suggested Democrats could force votes or bypass obstacles easily. 💥WRONG. Both bills are regular legislation. They require 60 votes to overcome a filibuster under Rule XXII. Reconciliation cannot be used for either (Byrd Rule limits it to budget/tax/spending changes with direct outlay/revenue impact). Election rules & annual appropriations do not qualify. 3. House “message” does not bypass the filibuster: Tarlov implied the House sending the bill as a “message” gives Democrats procedural advantages. 💥WRONG: A House message on a Senate originated bill allows a simple majority motion to proceed, but the motion is still debatable & filibuster-able. Democrats can & have blocked it, requiring 60 votes for cloture on the motion itself (Senate precedents + CRS RS21255). The “message” status only lowers the bar to start debate - it does not remove the 60 vote wall for final passage. Tarlov is unqualified to act as an authority of this area. She mixed up House procedure with Senate rules & overstated shortcuts. The Senate has no discharge petition, and both bills still face the 60 vote filibuster barrier under Rule XXII. The House “message” helps get debate started with 51 votes but does not bypass cloture for final passage.

Okay, so let me make sure I’m following this… Democrats want ICE removed from airports and stricter warrant rules for arrests, which in theory could slow down enforcement and create longer lines. 😳 But at the same time, they insist everything is under control and no one’s being put at risk.
