Philippine Coast Guard Continues Vigilant Patrols in Zambales Against Illegal Patrols of China Coast Guard Today, the Philippine Coast Guard vessel, BRP Cabra, under the command of LCDR Hanna Yanez, a female skipper, is actively patrolling off the coast of Zambales to thwart attempts by the China Coast Guard to normalize their illegal patrols within the Philippines' Exclusive Economic Zone (EEZ). Despite the BRP Cabra being smaller in length compared to the Chinese Coast Guard vessels, PCG Commandant Admiral Ronnie Gil Gavan asserts that international law empowers our vessel to operate without intimidation. This confidence allows the BRP Cabra to challenge the China Coast Guard, thereby exposing their unruly behavior and bullying tactics to the international community. The Philippine Coast Guard conducts its maritime patrols in accordance with the United Nations Convention on the Law of the Sea (UNCLOS), the 2016 Arbitral Award, and the Philippine Maritime Zones Act. Yesterday, during an engagement with CCG-21612 in the vicinity of 132.97 WSW off Capon Grande, Zambales, or approximately 36.35 S off BDM, the Chinese Coast Guard increased its speed and maneuvered past the port side of the BRP Cabra, dangerously blocking its navigation route. This incident highlights the CCG's non-compliance with the International Regulations for Preventing Collisions at Sea (COLREGS) and reflects a blatant disregard for safety at sea. While coast guards are typically recognized as enforcers of maritime safety and humanitarian organizations, the actions of the People's Republic of China diverge from these norms. Their illegal patrols jeopardize the lives of fishermen and legitimate law enforcement agencies alike. The Philippine Coast Guard remains committed to supporting the policy direction of President Ferdinand R. Marcos, Jr. that is to assert our rights and jurisdiction while ensuring that we do not act as an agent of escalation in the West Philippine Sea.

Philippine Coast Guard Continues Vigilant Patrol Amidst China Coast Guard’s Dangerous Maneuver The Philippine Coast Guard (PCG) vessel, BRP Cabra, remains steadfast in its mission to challenge the illegal patrol conducted by the China Coast Guard vessel 3302. Despite continuous radio communications from the PCG asserting the illegitimacy of these actions, the China Coast Guard continues to claim that it is engaged in lawful maritime operations. Significantly, the presence of BRP Cabra has effectively pushed the China Coast Guard vessel further away, now located approximately 92-96 nautical miles off the coast of Capones Island. This demonstrates the PCG's commitment to safeguarding Philippine maritime interests and preventing the normalization of unlawful activities by the People’s Republic of China in the West Philippine Sea. Furthermore, it is important to note that the China Coast Guard vessel 3302 has engaged in reckless and dangerous maneuvers, displaying a blatant disregard for safety. An alarming incident this afternoon involved an attempted head-on collision with the smaller PCG vessel, raising concerns about the China Coast Guard's adherence to the Convention on the International Regulations for Preventing Collisions at Sea, 1972 (COLREGs), of which they are a signatory. It is only through the seamanship skills and professionalism of the crew of BRP Cabra that such collision was narrowly averted. Despite these provocative actions, the PCG maintains a composed and professional approach, prioritizing safety and the prevention of any untoward incidents. PCG Commandant, Admiral Ronnie Gil Gavan, continues to emphasize to the PCG sailors deployed in the West Philippine Sea the importance of asserting Philippine sovereignty and sovereign rights without escalating tensions. This directive aligns with the explicit guidance of President Ferdinand Marcos Jr., reinforcing the commitment of the PCG to uphold national interests while maintaining peace in the West Philippine Sea.

Statement of the Philippine Coast Guard “CCG ILLEGALLY BLOCKS PCG HUMANITARIAN MISSION” Today, the Philippine Coast Guard (PCG) undertook a humanitarian mission involving the BRP Cabra and BRP Cape Engaño, aimed at delivering vital food and supplies to our personnel stationed aboard the BRP Teresa Magbanua, on extended patrol in Escoda Shoal. Unfortunately, during this mission, the People's Republic of China (PRC) deployed an excessive force comprised of a total of forty (40) vessels including six (6) Chinese Coast Guard (CCG) vessels, three (3) People’s Liberation Army Navy (PLAN) warships, in an attempt to obstruct our lawful humanitarian operation. There were also thirty-one (31) Chinese Maritime Militia (CMM) Vessels in the vicinity waters of Escoda Shoal. Such actions resulted in our two 44-meter Multi-Role Response Vessels (MRRV) being unable to safely deliver essential supplies, including a special ice cream treat from the Commandant in honor of National Heroes’ Day. The PCG remains steadfast in our commitment to uphold national interests and ensure the safety and security of our waters. We urge the China Coast Guard to abide with the international law and stop deploying maritime forces that could undermine mutual respect, a universally recognized foundation for responsible and friendly relations among Coast Guards. The PCG recognizes that white hulls are unique instruments of diplomacy that promotes peace and maintain harmony and stability in the region.

BFAR Vessels Face Harassment from Chinese Coast Guard and PLAN Helicopter During Scientific Survey The Bureau of Fisheries and Aquatic Resources (BFAR), supported by the Philippine Coast Guard (PCG), has reported an alarming incident involving harassment faced by its patrol vessels, BRP Datu Pagbuaya and BRP Datu Bankaw, while en route to Sandy Cays for a marine scientific survey and sand sampling on January 24, 2025. During the mission, the BFAR vessels encountered aggressive maneuvers from three Chinese Coast Guard vessels 4106, 5103 and 4202, which exhibited blatant disregard for the Convention on the International Regulations for Preventing Collisions at Sea, 1972 (COLREGs). Fortunately, the skilled seamanship of the BFAR crew prevented any potential accidents during these dangerous confrontations. In addition to the actions of the Coast Guard vessels, four small boats were deployed by the Chinese Coast Guard to harass the two BFAR rigid hull inflatable boats (RHIBs) that were transporting personnel to the Sandy Cays. Compounding the situation, a People’s Liberation Army-Navy (PLAN) helicopter, identified by tail number 24, hovered at an unsafe altitude above the BFAR RHIBs, creating hazardous conditions due to the propeller wash. As a result of this continuous harassment and the disregard for safety exhibited by the Chinese maritime forces, BFAR and PCG have regrettably suspended their survey operations and were unable to collect sand samples at Sandy Cays. Both BFAR and PCG remain committed to their mandates and will take all necessary precautions to ensure the safety of their personnel and vessels in the pursuit of scientific research and resource management.
