Thats a holding cell where detainees are normally held awaiting booking and then are assigned a cell with a bed. Whether or not they are being held for days in there I do not know, but all jails have holding cells. However there’s no way that a detainee should be having a cell phone while in the cell. What else did they miss? A knife or gun? Someone effed up.
