Karp has the national-security argument. Thiel has the ideological argument. Clifford has the state-capital/access argument. Chamath supplies narrative and distribution. None of them needs to share the others’ worldview. Shared upside is enough to align behavior. That is how these systems actually move: belief, benefit, and behavior converge around the same policy even when the actors disagree about why. So “we have adversaries, therefore we cannot pause” is not the end of the safety debate. It is the sales pitch for one equilibrium. The real policy question is which capabilities get accelerated, which deployments get constrained, who controls compute and diffusion, who captures the upside, and who inherits the failure modes. “China exists” is a geopolitical input. It is not a complete governance architecture.
