Between 1990 to 2006 he was in preventive detention multiple times and was released on bail in 2006, ironically by a Kashmiri Pandit judge. Since then, he has remained on bail, with the case against him never meaningfully progressing. During this period, he joined JKLF under Yasin Malik, and emerged as a prominent separatist leader. He was even part of the Hurriyat Conference delegation that used to negotiate with India. He has been in jail since 2019, but in connection with a different terror-financing case. Think about it: an individual who confessed to killing 20 people has not even been convicted. By any reasonable standard, such crimes warranted swift capital punishment.
