My wife and I noticed that. I work nights, and was eating my lunch watching the moon. It was moving all over the place fast. We watch it all the time. It never moves like that

The moon orbits the earth and the earth rotates on its axis. The moon takes about 27-28 days to orbit the earth whilst the earth rotates on its axis to create the day/night cycle. The question here is: is the moon speeding up its rotation or is the earth rotating faster on its axis?
