Rep Burlison says that disclosure must come from intelligence agencies that he believes are buried within the Department of Energy. "Q clearance" is the Department of Energy's highest security authorization, which I believe are involved with recovering bodies and tech from UFO crashes. There's a level of clearance above that inside the NSA for "white hats" having direct contact (Q Group). At the highest level, contact has already begun.
