Last night, for the first time since 2018, the Senate passed annual appropriations bills ahead of the August recess. The three bills—covering Military Construction and Veterans Affairs; Agriculture, FDA, and Rural Development; and the Legislative Branch annual appropriations—each passed with overwhelming bipartisan support. These bills include significant investments for projects across the State of Maine. At Portsmouth Naval Shipyard, nearly $450 million would support power reliability and water resilience upgrades, along with continued expansion of Multi-Mission Dry Dock #1. At my request, Congressionally Directed Spending is included for new fire and rescue stations in Belgrade, Marshfield, St. Agatha, St. Albans, Thomaston, and Swan’s Island. In addition, $10 million is provided for the PFAS Center of Excellence at the University of Maine to advance research and develop solutions to address PFAS contamination in Maine’s food and water systems. I am pleased that, with the passage of these three bills, the Senate is returning to regular order and exercising its constitutional responsibility for the power of the purse. I look forward to continuing the bipartisan cooperation we demonstrated last night as we work to pass the remaining appropriations bills.

The foundational constitutional purpose of the Senate of Canada is to provide a sober second thought. They are not elected. Almost all of them been appointed by the Liberals. Many Bills are passed with "We have figures that show some Bill have passed with barely half of all Senators voting." There is no second sober thought and with such democracy in Canada is broken. The Senate basically became a taxpayer funded reward club for the Liberals, with another reminder as Mark Carney appointed his staffer/advisor.

Tonight, we finally put an end to the longest government shutdown in our nation’s history, which has caused completely unnecessary harm to so many families in Maine and across the country, as well as to our national and economic security. As Chair of the Senate Appropriations Committee, I worked with my colleagues on both sides of the aisle and with members of the House of Representatives and Administration to resolve the stalemate before America’s dedicated public servants missed yet another paycheck. I am pleased that under our legislation, all federal employees, including members of our military and Coast Guard, Capitol Police officers, Border Patrol agents, TSA screeners, and air traffic controllers will receive their back wages. Since the beginning of the shutdown, I have been pushing for the three appropriations bills that previously passed the Senate with overwhelming bipartisan support to be attached to a continuing resolution to reopen government. These bills include important funding that will support our veterans, troops, farmers, and rural communities, and provide full-year funding for the Supplemental Nutrition Assistance Program (SNAP) and the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC).

Consequently, all four tax reform bills have now been considered for third reading and passed by both the House of Representatives and the Senate. The next step is for the conference committee which has been set up by the National Assembly to harmonise areas of differences in the two versions of the bills as passed by the House of Representatives and the Senate before transmission to Mr. President for assent.
