Tonight, the Senate passed three more FY26 appropriations bills with a strong bipartisan vote of 82-15. This fiscally responsible package includes the Commerce, Justice, Science, and Related Agencies; Energy and Water Development; and Interior, Environment, and Related Agencies funding bills. These bills contain important provisions to support state and local law enforcement, scientific research, economic development, national security, and our coastal communities. After months of bipartisan, bicameral negotiations, and following the House’s overwhelming approval of 397–28, these bills reflect input from members on both sides of the aisle and both chambers of Congress. Their becoming law shows that we as a Congress can come together in a bipartisan way and deliver true results for the people we are honored to represent.

As Chair of the Senate Appropriations Committee, I worked with my colleagues on both sides of the aisle and with members of the House of Representatives and Administration to resolve the stalemate before America’s dedicated public servants missed yet another paycheck. I am pleased that under our legislation, all federal employees, including members of our military and Coast Guard, Capitol Police officers, Border Patrol agents, TSA screeners, and air traffic controllers will receive their back wages. Since the beginning of the shutdown, I have been pushing for the three appropriations bills that previously passed the Senate with overwhelming bipartisan support to be attached to a continuing resolution to reopen government. These bills include important funding that will support our veterans, troops, farmers, and rural communities, and provide full-year funding for the Supplemental Nutrition Assistance Program (SNAP) and the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC).

In Maine, toxic "forever chemicals" known as PFAS were present in wastewater sludge spread decades ago as fertilizer. Farmers were told this fertilizer was safe to use and using it would help their local municipalities. Instead, these toxic chemicals devastated some of our family farmers and rendered farm land and products unusable. The University of Maine is now a leader in research on how to address and remove PFAS, and it is critical the federal government continue to support this work. I've secured nearly $33 million through the Agriculture Appropriations bill over the past five years for the Agricultural Research Service at the University of Maine to establish a new Center of Excellence for PFAS Solutions, and will continue working to help farmers who are facing the consequences of PFAS contamination through no fault of their own.

We will not fund healthcare for illegals, but helpless women and children on WIC shouldn’t be punished for political fighting in Washington. The Republican-controlled Senate needs to stop playing games with America Last Democrats and use the nuclear option to pass the CR and fund the government so that innocent Americans aren’t hurt. And Republicans need to get back to work on our own appropriations bills and pass the policies that America voted for! I 100% agree with the cuts that Russ Vought is making, but the truth is that these cuts need to be made through Republican appropriations bills. And the government doesn’t have to be shutdown in order to make these cuts.

Consequently, all four tax reform bills have now been considered for third reading and passed by both the House of Representatives and the Senate. The next step is for the conference committee which has been set up by the National Assembly to harmonise areas of differences in the two versions of the bills as passed by the House of Representatives and the Senate before transmission to Mr. President for assent.

Celebrating together, a MILESTONE MOMENT IN HISTORY for food systems and agriculture at a COP in the first session. I'm happy to confirm that COP28 UAE Declaration on Sustainable Agriculture, Resilient Food Systems, and Climate Action has so far received 134 endorsements from heads of state and government. With these countries on board, we cover more than 5.7 billion people and 70% of all the food we eat. The signatories of the declaration are home to nearly 500 million farmers and represent 75% of all emissions from global food systems. To support the funding and innovation part of the declaration, it gives me great pleasure to announce a significant funding partnership with a very dear partner to the UAE. The partnership will focus on agricultural research and development and scaling up innovations, which is so desperately needed to adapt food systems to the growing threats of climate change. The Bill and Melinda Gates Foundation, together with the UAE, will fund a total sum of… 200 million US dollars of new investments into food and ag research and scaling up innovations. Today, more than 170 delegates from all 50 states and five countries were in Washington for the 2025 Breakthrough Type 1 Diabetes Children’s Congress. I was proud to chair a Senate Appropriations Committee hearing to welcome the delegates and focus on the importance of federal investment in Type 1 diabetes research. Senator Jeanne Shaheen and I — the founding co-chairs of the bipartisan Senate Diabetes Caucus — introduced legislation this week to reauthorize the Special Diabetes Program, a federal initiative that provides $160 million annually for Type 1 diabetes research and prevention. Thanks to this program and the tireless advocacy of Breakthrough T1D and its Children’s Congress Delegates, we are seeing life changing breakthroughs in the fight against this terrible disease. Some of these developments include the now widely used continuous glucose monitors, the first FDA-approved artificial pancreas, and a groundbreaking clinical trial in which 10 of the 12 participants no longer need insulin to manage their diabetes because of a stem cell-based therapy. Since the founding of the Senate Diabetes Caucus in 1997, federal funding for diabetes research has increased from $319 million to more than $2.3 billion annually. I want to thank our outstanding witnesses for today’s hearing: Ruby Whitmore of Old Town, Maine, Rachel White of North Hampton, New Hampshire, Katie Bone of Bernalillo, New Mexico, and Dr. Griffin Rodgers, Director of the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK). Their passionate testimony highlighted both the daily realities of living with type 1 diabetes and the vital role of continued federal research through agencies like the NIDDK. Finding a cure for Type 1 diabetes remains our ultimate goal and has been one of my highest priorities since the very beginning of my Senate service. The cost of electricity in Connecticut is too damn high. In the Senate, I fought for and passed a law to expose the state government’s hidden ‘Public Benefits’ tax on our electricity bills that drives up electricity rates. As governor, I’ll finish the job and eliminate the ‘public benefits’ tax from our bills and lower rates by up to 20%.
