4 years in office, a council majority, and now Ken Sim wants voters to believe a non-binding plebiscite is the “first step” to action. The City says a YES vote changes no law and binds no one. If this is the change we need, why wasn’t it done during his four years in power?

As a parent of a toddler, I welcome this. I have called 911 about open-air use and been treated like I was the problem. I’m still wary of a large 100-bed site at old St. Paul’s. Dealers will camp the perimeter. If it isn’t tightly secured, the neighbourhood gets the spillover.

Vancouver has been asked to accept the status quo on open-air hard drug use, street disorder, and people suffering from severe mental health and addiction disorders without getting the care they need. We can all see it isn’t working. Mayor Ken Sim and your ABC Vancouver team are bringing forward a public safety plebiscite so you can have your say, and give the City and Province a clear mandate for tangible change. A YES vote would mean tangible change in how open-air hard drug use is enforced in Vancouver’s public spaces. The City already enforces bylaws governing activities such as smoking in public spaces. As Dr. Julian Somers explains, better care is possible. We have healthcare professionals ready and willing to provide better, recovery-oriented care. What we need is government prepared to act. On October 17th, Vancouverites will be asked: 1. Should Vancouver strengthen its laws to forbid open-air hard drug use in public spaces? What would actually change with a YES vote on Question One? It would give police another tool to address open-air hard drug use in Vancouver’s shared public spaces. As Mayor Ken Sim explains, the City already sets reasonable expectations around public behaviour. Under Health By-law 9535, we regulate where people can smoke and other activities that impact everyone’s ability to safely enjoy our public spaces. A YES vote would give Vancouver a clear mandate to apply that same basic principle to open-air hard drug use. If someone is openly using fentanyl, meth, heroin or crack in a park, on a sidewalk on the Granville strip or in another shared public space, officers would have stronger tools to intervene, including directing people to stop or move along. And, unlike now, where appropriate, officers could seize the illegal drugs. That matters. It gives officers another practical enforcement option to address the behaviour without making criminal prosecution the only tool available. This isn’t about criminalizing addiction. It’s about re-establishing social expectations that open-air hard drug use is not acceptable in our shared public spaces, while getting people suffering from severe addiction and mental illness better access to treatment and recovery. Today was an incredibly important day for Vancouver. Mayor Ken Sim and your ABC Vancouver team moved forward a public safety plebiscite that will give YOU a voice on October 17th, and the opportunity to vote for tangible change in our city. And tangible change in how healthcare is delivered to people suffering from severe mental health and addiction disorders, getting people the real medical care they need, breaking the revolving door of crisis, and easing pressure on our emergency rooms. Unfortunately, Councillors Sean Orr, Pete Fry and Rebecca Bligh chose to walk out of the Council meeting rather than participate in the vote. They didn’t abstain. They didn’t vote no. They walked out. That’s disappointing. They were elected to represent Vancouverites. That means listening to the full debate, participating in the democratic process, and casting a vote — even when the issue is difficult or you disagree. Chinatown has come a long way. Since 2022, Mayor Ken Sim and your ABC Vancouver team have made public safety and the revitalization of Chinatown a priority. More police presence. More foot patrols. Cleaner streets. More support for businesses. And a renewed focus on making this historic neighbourhood a place where people feel comfortable walking, shopping, eating and spending time. For ABC Vancouver Council candidate Lorraine Lowe, the changes are deeply personal. As the longtime Executive Director of Dr. Sun Yat-Sen Classical Chinese Garden, Lorraine saw firsthand what Chinatown went through. She saw people suffering and in distress on the streets, businesses struggling, and residents and visitors increasingly concerned about their safety. It was incredibly difficult to watch a neighbourhood she loves go through that. And that’s why she’s so thrilled to see Chinatown turning around. As Lorraine says, statistics matter and are trending in the right direction. But so does something much more personal. Can your grandmother feel comfortable walking down the street? Can you walk your dog at night? Can families, residents and visitors enjoy the neighbourhood and feel secure? Today, tourists are back. People are walking and cycling through the neighbourhood.
