Phase II/CP30/TU-01/ – TBM Kolli (S 81) Breakthrough at Otteri shaft ​Chennai Metro Rail Limited has commenced the expansion of the Chennai city’s metro rail network as part of Phase II after the successful completion of the Phase I and Phase I Extension. CMRL has ventured into an extensive infrastructure development in the city comprising of three more corridors of metro rail for a total length of 116.1 km. ​Corridor 3 comprising a total alignment length of 45.4 km from MadhavaramMilk colony to Siruseri Sipcot will be spanning across the north to south direction of the Chennai city and has a total of 28 underground stations and 19 elevated stations. ​Corridor 4 is an east west alignment for a length of 26.1 km connecting the beach front from Light House station to the Depot at Poonamallee has 9 underground stations and 18 elevated stations. ​Corridor 5 also begins at Madhavaram Milk colony and connects through Koyambedu, Porur, Alandur and other residential/commercial development of the city to Shollinganallur for a total length of 44.6 km with 6 underground stations and 39 elevated stations. ​The tunnel construction for the first 9 km underground section of Corridor 3 from Madhavaram Milk Colony to Kellys is being executed through M/s Tata Projects limited and mobilized 7 TBMs for the tunnelling works. ​The TBM Kolli (S 81) tunnel drive started on 11.07.2023 from AyanavaramStation to Otteri station (Up line), covered a bored tunnel length of 903 m and break-through done at Otteri shaft on 29.08.2024. This is the 6th TBM breakthrough carried out by M/s Tata Projects Limited under TU-01 contract. As a whole, CMRL has completed 7 TBM breakthroughs in phase-2 project. ​The tunnel section between Ayanavaram and Otteri is the most complex tunnel section under the contract TU-01 with major challenges, such as the TBM S 81 (Kolli) first 500m tunnel drive negotiated with sharp 220m radius curve and the last 200m tunnel drive with 280m radius curves. Also, this tunnel drive completed with major challenges such as passing through densely populated areas and addressing more than 100 No. of bore wells along the alignment by providing alternate sources without any issue to the public. ​The complete tunnel drive was well managed within the allowable minimum settlements and extensive instrumentation and monitoring was ensured throughout the drive. ​Thiru T. When you realise India cancelled lakhs crore worth of projects in the name of environment and China won every single contract that followed, the entire story looks very different. This is not about environmentalism. This is about who benefited every single time India said no. Between 2009 and 2014 China was aggressively expanding its industrial capacity at a scale the world had never seen. Steel. Mining. Infrastructure. Manufacturing. While Beijing was building at full speed, something very different was happening inside India. Every major project that got announced faced the same pattern. NGO protests arrive almost immediately. Environment Ministry officials respond with remarkable speed. Project halted. Investors stuck. Years pass. Companies give up and leave. POSCO from South Korea was bringing the largest foreign direct investment project in India's history. Fifty two thousand crore. Steel manufacturing. Jobs. Industrial capacity. In 2010 it was halted. Then delayed again. Then delayed again. POSCO eventually walked away after years of waiting. It was not alone. Vedanta. ArcelorMittal. Mega projects across mining and steel that would have built India's industrial backbone were buried under layers of bureaucratic obstruction so thick that the companies simply exhausted themselves and left. Science research facilities got halted. Hydroelectric projects that would have powered India's growth for decades got stopped in the name of environmental protection. Now look at what happened in the international market every time India's mining or steel project got cancelled. The demand those projects would have met did not disappear. The world still needed the steel. Still needed the minerals. Still needed the industrial output. And every single time India stepped back from that supply, China stepped forward to fill it. Normal environment clearance processes on paper. The systematic strangulation of India's industrial growth underneath. The question worth asking is the same one nobody in that era was asking loudly enough. Was this genuinely about protecting India's environment? Or was someone else's economy the real beneficiary of every project India cancelled? The timing is too consistent. The pattern is too clean. And the winner is always the same.

The Hormuz crisis is the precipitating factor in the current energy crisis, but the underlying cause is too little oil and gas production outside the Persian Gulf. Had the world spent the past decade building the oil, gas, LNG, pipeline, and fertilizer infrastructure that engineers designed and companies proposed, the Hormuz crisis would still be a serious geopolitical event, but it would not threaten to cause a recession. North America — The Atlantic Coast Pipeline, a 600-mile natural gas line from West Virginia to North Carolina, saw its cost double from $4.5 billion to $8 billion during years of environmental litigation before Duke Energy and Dominion Energy cancelled it in July 2020. — The Constitution Pipeline from Pennsylvania to New York died the same year. — The PennEast Pipeline won its case at the United States Supreme Court in 2021 and still could not get built because New Jersey refused to issue state permits. — In Canada, TransCanada abandoned the $15.7 billion Energy East pipeline in 2017 after the National Energy Board required an unprecedented review of upstream and downstream emissions. — In January 2024, the Biden administration paused all pending approvals for LNG export terminals shipping to non-free-trade-agreement countries, freezing projects representing tens of billions of cubic feet per day of potential capacity. — Venture Global’s CP2 terminal in Louisiana, designed for 20 million tonnes per annum, sat in regulatory limbo for over a year. — NextDecade’s Rio Grande LNG in Texas, with 48 MTPA of planned capacity, stalled alongside it. — PTT Global Chemical’s proposed $10 billion ethane cracker in Belmont County, Ohio, first announced in 2015, remains on indefinite hold after failing to attract financing partners amid climate-driven investor sentiment. — Across the US Gulf Coast, nearly 60% of planned plastic and petrochemical production projects sit on hold. — LNG Canada, the Shell-led terminal at Kitimat, British Columbia, took over six years from construction start to first cargo, with its pipeline running 263% over budget. Environmental review, Indigenous disputes, and contractor cost escalation all contributed. — Pieridae Energy’s Goldboro LNG project in Nova Scotia, a 10 MTPA facility first proposed in 2012, was abandoned in November 2023 after more than a decade of permitting and financing obstacles. Australia — Australia’s Santos’s Barossa gas project was halted midway through construction after a Federal Court ruling overturned its environmental approval. — Woodside’s Scarborough project faces ongoing litigation from the Australian Conservation Foundation seeking to block it on climate grounds. Africa — Perhaps nowhere has the damage been more consequential than in Africa. At COP26 in 2021, wealthy nations pledged to halt overseas development finance for gas projects, a commitment that fell hardest on the continent least responsible for climate change and most in need of energy infrastructure. — The World Bank stopped financing oil and gas extraction in 2019 and imposed restrictive conditions on downstream gas projects. — The European Investment Bank announced a complete ban on unabated fossil fuel financing by the end of 2021, with its president declaring that “gas is over.” — At least 21 other development finance institutions followed suit. As a result: — TotalEnergies’ Mozambique LNG project sat under force majeure for four and a half years after the UK Export Credit Agency and other backers withdrew climate-motivated financing. — The East African Crude Oil Pipeline lost financing commitments from more than 30 major international banks under pressure from climatists. Europe — France prevented the completion of a third gas interconnector with Spain, citing climate neutrality goals. — The United Kingdom imposed a moratorium on fracking in 2019 despite sitting atop one of Europe’s most promising shale gas formations. — Germany, which shuttered its last three nuclear plants in April 2023, compounded its gas dependency by refusing to develop domestic shale resources. — CF Industries permanently shut the UK’s largest ammonia plant at Billingham, a facility that also produced 60% of Britain’s food-grade CO2. — Yara International curtailed output across plants in France, Italy, and Belgium before permanently closing its 400,000 tonne per year ammonia facility at Tertre, Belgium, in October 2024. These closures occurred because European climate policy made gas too expensive for the domestic industry to survive.

The Trump administration underestimated Iran’s willingness to close the Strait of Hormuz, note many in the media. CNN reported that while the Departments of Energy and the Treasury participated in pre-war planning meetings, “the agency analysis and forecasts that would be integral elements of the decision-making process in past administrations were secondary considerations.” But the Strait of Hormuz was a catastrophe waiting to happen. A few years from now, people will look back on this moment and find it incredible that the world allowed the global economy to be dependent on moving so much oil and natural gas through such a dangerous bottleneck. Part of the solution is for the world to reduce its dependence on Persian Gulf oil and gas. That will require expanding production outside the Persian Gulf. Another part is to help Persian Gulf nations move more of their oil and gas through new or expanded pipelines to the Red Sea and perhaps even the Mediterranean. The faster the world builds those alternatives, the less leverage Iran retains. Many believe that the United States must not allow Iran to control the Strait under any circumstances, and the instinct to fight for Hormuz is understandable. It has been a central artery of global energy for over half a century. But instead of fighting to reopen the Strait, the world should build around it. The infrastructure to do so already exists in embryonic form. Saudi Arabia’s East-West pipeline, built during the Iran-Iraq war in the 1980s, carries crude 750 miles across the kingdom from the Gulf coast to the Red Sea port of Yanbu, with a design capacity of 7 million barrels per day. The UAE’s Abu Dhabi Crude Oil Pipeline runs to Fujairah on the Gulf of Oman, bypassing the Strait entirely. And Iraq’s Kirkuk-Ceyhan pipeline connects to the Mediterranean coast of Turkey. Gulf states are already exploring a broader network of pipelines, railways, and roads, including the U.S.-backed India-Middle East-Europe Economic Corridor (IMEC), that would create multiple export routes to the Red Sea and the Mediterranean. Kuwait, Bahrain, and Qatar, which have no bypass pipelines at all, should build routes through Saudi Arabia or Iraq, argued The National, a UAE newspaper. And Japan, South Korea, and India should, the paper argued, invest alongside Gulf sovereign wealth funds. Iran will almost certainly impose tolls on vessels transiting the Strait, as its parliament has already passed a bill to formalize fee collection. A toll of $2 to $5 per barrel, the range analysts expect Iran to charge, would add roughly $40 to $100 billion per year to global energy costs. But more war will cause far more harm than simply building alternatives because every escalation destroys infrastructure that the world needs to produce and export energy. While “all roads” may lead to “structurally higher oil prices,” as one analysis of future scenarios concluded, one of those roads leads to far less damage to people and energy infrastructure. Iran’s strikes on Ras Laffan, Qatar’s LNG hub, will take three to five years to repair. The strikes on South Pars threaten the world’s largest natural gas reserve. Iran’s attacks on Gulf neighbors have damaged refineries, desalination plants, and port facilities across Saudi Arabia, the UAE, Bahrain, and Kuwait. And consider how much more damage is possible. After the US struck Kharg Island, Iran’s main oil export hub, and Israel hit Iran’s largest petrochemical complex at South Pars, the world’s largest natural gas reserve, Iran’s military threatened to “deprive the U.S. and its allies of the region’s oil and gas for years.” As such, the $40 to $100 billion is a fraction of the $2 trillion or more that Goldman Sachs has estimated the war has already cost the global economy in lost output, destroyed infrastructure, and elevated energy prices. And continued war could lead Iran to cut off the flows of existing Saudi oil flows through its East-West pipeline. Baobab, a prehistoric species which predates both mankind and splitting of continents over 200 million years ago. Baobabs (Adansonia) are distinctive trees with incredibly large trunks. They can store tremendous amounts of water, as their trunks noticeably swell during the rainy season. Tree is native to African savannah, where climate is extremely dry and arid, it is a symbol of life and positivity in a landscape where little else can thrive. African baobab (A. digitata) has a vast range throughout the arid parts of Africa; six additional species are native to the Indian Ocean island of Madagascar, off south-east Africa; and an eighth species is native to north-west Australia. The largest known living baobab is the Sagole Big Tree, a specimen of A. digitata located in Masisi, Vhembe, South Africa, near the border with Zimbabwe. Based on its most recent measurements, Sagole has an extremely large base that covers 60.6m², a height of 19.8m and a total wood and bark volume of 414m³. Its aboveground dry mass is estimated to be 54 tonnes. Baobab trees grow in 32 African countries. Tree known for its longevity and some specimens in Africa have been dated to between 1100-2500 years old and reach up to 30m high and up to an enormous 50m in circumference. Baobab trees can provide shelter, food and water for animals and humans, many savannah communities made their homes near Baobab trees. Baobab also looms among ancient mounds and remains scattered around them are invariably early medieval or Portuguese. Until 2018, the largest living baobab was sacred Tsitakakoike Baobab, a specimen of the endangered species Adansonia grandidieri, which grew near Andombiro in the Ambiky Forest of south-west Madagascar. The incredibly stout and compact tree had a cylindrical trunk with a base that covered 59.6 m², a height of 14.6m and a total volume of 455 m³ - 380 m³ of which was trunk and 75 m³ of which was canopy. It partially broke and collapsed in February 2018 leaving about 40% of the tree still standing, but this was expected to also collapse soon after. An even larger African baobab tree (A. digitata) alive during 21st Century was the Platland/Sunland Tree of Modjadjiskloof, South Africa, with a base of 67.9 m², height of 18.9m and a total wood and bark volume of 448 m³. Unfortunately, a large portion of the Platland Tree collapsed and died in 2016, leaving the Sagole Big Tree to claim the top spot. Baobabs have among the lightest wood for any tree. Balsa wood is well known to model aeroplane makers as one of the lightest and softest woods, with a wood density that averages around 0.15 g/cm³, yet baobab wood is even lighter, averaging 0.13 g/cm³. As a result, the aboveground dry mass of the Platland baobab was estimated at only 58 tonnes and about 59 tonnes for Tsitakakoike. In terms of mass, giant gum trees (Eucalyptus) of Australia are the largest hardwood trees. STRATEGIC BUILDUP CONTINUES IN MIDDLE EAST AS UNITED STATES BEGINS TARGETING CRITICAL INFRASTRUCTURE WITHIN IRAN.// -----BEGIN TEARLINE----- -International Events- Middle East: American targeting within Iran continues as Iranian forces continue to hit U.S. bases throughout the region. American bases in Kuwait have been hammered over the past few days, with ballistic missile strikes being reported at Camp Arifjan and Ali Al Salem Airbase. Within Iran, this morning the United States began more deliberate attacks on infrastructure which are not solely military targets. The B1 bridge west of Tehran was destroyed, which was not yet opened (it was still under construction) but would have been the largest bridge in the country and the main link between Tehran and Karaj. Analyst Comment: The Iranians are very likely to retaliate by hitting one (or several) critical bridges throughout the region, on the south side of the Persian Gulf. The King Fahd Bridge linking Bahrain with the mainland was already struck by the Iranians on the opening days of the war (when Saudi forces crossed the bridge to put down the Shia uprising/protests in Manama) so if they wanted to hit it again they've already demonstrated that they have the ability to do so. Iraq: This morning the US State Department issued another travel alert, specifically warning that attacks may escalate over the next 24-48 hours. Analyst Comment: This is probably in response to the kidnapping of American journalist Shelly Kittleson by Kataib Hezbollah two days ago (who still remains missing in Baghdad) but also the deteriorating security situation nationwide, which is being compounded by various Iraqi militia groups beginning to mobilize against American forces in the region. More strategically, the situation is Iraq has deteriorated to it's lowest point in years, and there is now a very real risk of some kind of insurgent uprising coming about, due to the opposing militant groups which have been stirred up by the situation in Iran. This will be an important situation to monitor over the next few weeks. India: Following weeks of petroleum disruptions nationwide, the first oil tanker arrived in Vadinar overnight, completing India's resumption of purchasing crude oil from Iran, which was originally halted in 2019. Analyst Comment: India had previously halted the purchase of Iranian oil due to American sanctions, but due to the war in the Middle East resulting in the US waiving oil export sanctions, India has resumed the purchase of oil from Iran. Indian media reports that the transaction was carried out in Chinese Yuan. -HomeFront- Georgia: Yesterday evening Colonial Pipeline's Line 1 was shut down after sustaining damage during drilling operations. The pipeline was shut down for several hours while repairs were conducted, and as of this morning Line 1 is fully functional. Analyst Comment: While this incident was not the result of malign action and it was resolved quickly, this was still a big deal. This is the largest gasoline pipeline network in the United States, and provides the vast majority of gasoline to the east coast. Considering the recent volatility in the oil markets, this outage occurring right before a major holiday weekend for travel was exceptionally poor timing. Washington D.C. - Several leadership changes have taken place this afternoon. Attorney General Pam Bondi has been relieved of her duties, with her Deputy Todd Blanche taking over her roles until a replacement is found. At the Pentagon, General Randy George was requested to take an early retirement, effective immediately, stepping down from his role as Army Chief of Staff. -----END TEARLINE----- Analyst Comments: President Trump's address to the nation last night concluded without any major announcement of policy changes, and the speech was neither an announcement of the end of the war nor of any substantial increase of combat operations. Timeline wise, President Trump stated that the conflict will last 2-3 more weeks, though no official exit plan was conveyed. More generally, speeches by political officials are not usually reflective of the tactical situation on the ground and as it stands right now, the raw information available to the public continues to indicate another surge of military hardware and resources into the Middle East. Yesterday CENTCOM published their list of assets deployed to support Operation Epic Fury, which included many resources which have recently arrived in theater, such as the EA-37B COMPASS CALL platform (which is used for electronic warfare). This platform arrived on station yesterday, having been observed at Mildenhall Air Base on her way to the Middle East two days ago. Aircraft movements such as this one (and others) continue to indicate that operations are ramping up...not down. National-level reconnaissance and EW assets being moved into theater at this point (conducting their first combat deployment a full month after the war began), is not an indicator of the war coming to a close. Impact After Term | 13 : iTNT Hub — Scaling Tamil Nadu's Deep Tech Ecosystem (Part 2) Establishing iTNT Hub was only the first step. The larger vision was to ensure that Tamil Nadu's emerging Deep Tech ecosystem extended beyond Chennai, enabling innovators, researchers and entrepreneurs across the State to participate in the technologies shaping the future. Under the leadership of Dr. PTR as Minister for Information Technology and Digital Services, iTNT Hub expanded through regional centres in Tiruchirappalli, Madurai and Coimbatore. By bringing world-class infrastructure, mentoring, industry partnerships and access to investment closer to Tier-II and Tier-III cities, the initiative laid the foundation for a more decentralised innovation ecosystem. To strengthen early-stage Deep Tech entrepreneurship, the FOUNDATION Fund was launched, through which the first five startups received ₹53 lakh in seed funding. The Deep Tech Hardware Product Design Scheme further supported indigenous hardware innovation by providing grants of up to ₹15 lakh for product design and development. Recognising that innovation achieves its greatest value only when research reaches the marketplace, the Tamil Nadu Technology Transfer Facilitation Centre (TNTTFC) was established in July 2025. Through patent facilitation, IP management, Innovation Spotlight and the Research2Revenue programme, the initiative has already enabled more than 60 patent filings while helping researchers translate ideas into commercially viable technologies. Announced by Dr. PTR in the Legislative Assembly in June 2024 and successfully held on 30 July 2025, the Innovate in TN IP Conclave strengthened Tamil Nadu's intellectual property ecosystem. Bringing together organisations such as the World Intellectual Property Organization (WIPO), the Indian Patent Office, NASSCOM, C-DAC, Bosch and Mahindra & Mahindra, the conclave showcased 16 emerging technologies, facilitated four technology transfers to industry, and connected 44 researchers and startups with iTNT Hub's pre-incubation and acceleration programmes. During this period, iTNT Hub also expanded Tamil Nadu's global innovation network through collaborations with leading universities, research institutions and industry partners in India and abroad. Partnerships with organisations such as the University of Melbourne, Rutgers University, Bosch, Amazon Web Services, Rolls-Royce, C-DAC and others opened new opportunities for technology collaboration, industry engagement and global market access for startups. These initiatives culminated in the launch of the Tamil Nadu Deep Tech Startup Policy at UmagineTN 2026, providing the State with its first comprehensive policy framework dedicated to accelerating Deep Tech innovation, strengthening research commercialisation and building globally competitive technology enterprises. Boardrooms in Lagos or Nairobi staging walk-ins demanding MTN executives leave, Absa hand back its banking licenses, or Kenyan immigration quietly discouraging South African tourists from checking into Mombasa or Diani hotels. The fallout for South Africa would be instant and brutal and tourism, banking, and telecoms would be the first casualties, not the last. This is the essence of glass houses and stones. Netflix aquired Ben Affleck’s AI film startup InterPositive for up to $600 million (based on certain milestones). Affleck’s AI tool augments existing filmmaking workflows: ▫️directors can train a small model from their own dailies ▫️improves the post-production editorial process ▫️more quickly mix, color and finish films (use their trained model to change shots, add props, enhance backgrounds or remove visuals while keeping consistency) Seems similar to work James Cameron is doing with AI and VFX. Cameron says his interest in GenAI is to reduce post-production costs by making the “cadence faster, so your throughput cycle is faster and artists get to move on and do other cool things.” If AI can reduce VFX costs by 1/2, Cameron thinks that means more blockbusters (including original IP or up-and-coming directors that wouldn’t otherwise get greenlit). Affleck mentions “getting more episodes” of your favourite TV shows with his tech. If Affleck hits the full $600 million cash deal, this looks to be Netflix’s largest tech acquisition ever. Whether or not the tech is worth that much, Netflix is getting the Affleck halo of a well-known (but still skeptical) AI practitioner. He has been Hollywood’s go-to takesman (eg. Rogan) on how AI can or can not change Hollywood (he doesn’t think it has creative chops for scriptwriting and thinks unions will protect a lot of acting/writing jobs for foreseeable future). Chief Minister Joseph Vijay has started tackling Tamil Nadu's biggest long-term challenge: WATER SCARCITY! Someone recently asked me, "When will Tamil Nadu wake up to the issue of water scarcity?" My response was: "The day Tamil Nadu stops depending on Cauvery water and becomes self-sufficient through its own water creation and conservation projects." According to NITI Aayog's classification of water scarcity based on the Falkenmark Index ( : >1,700 m³/person/year – No water stress 1,000–1,700 m³/person/year – Water stress 500–1,000 m³/person/year – Water scarcity <500 m³/person/year – Absolute water scarcity The projections for Tamil Nadu are particularly concerning. By 2050, almost every district in the state is projected to fall into the "absolute water scarcity" category, with less than 500 m³ per person per year. That is why I am glad to see Chief Minister Joseph Vijay taking genuine steps in this direction. Needless to say, desilting works have already begun (quoted post). I would also request the Chief Minister to revisit the visionary Rainwater Harvesting (RWH) initiative introduced by former Chief Minister Jayalalitha in 2001. It remains one of the most impactful public policy interventions in Tamil Nadu's history and significantly helped address water scarcity. Water security is not just an environmental issue; it is an economic, agricultural and even a national security issue. The more self-sufficient Tamil Nadu becomes in water, the stronger and more resilient the state will be.
