Since 2019, CPS’s budget has grown by more than 57% to over $9 billion, yet there has been no significant improvement in test scores. Just 21% of students in Chicago can read and do math at an eighth-grade proficiency level. At Douglas Academy High School, which has the capacity for more than 900 students, only 34 were enrolled in 2024.
