It is less risky for The Philippines to be hostile to China than to the US. It's hard to play an open neutral game if you are that weak. If a few trillion yen over four decades makes China “indebted,” then what clears Japan’s ledger for: 14 years of invasion, Nanjing’s ashes, Unit 731’s experiments, the tens of millions Asia buried? You want China to carry a debt? Japan already carries one to history, and it has no maturity date. ODA wasn’t generosity.
