Johann Kerbrat on why Robinhood is building its own L2 on Ethereum At Consensus Hong Kong in February 2026, Robinhood launched a public testnet for Robinhood Chain, an Ethereum Layer 2 built with Arbitrum. Following six months of private testing, Robinhood plans to launch the mainnet in 2026 and will migrate tokenized US stocks and ETFs currently offered to EU customers on Arbitrum One to its own dedicated Arbitrum-powered L2 that still settles on Ethereum. Coinbase has adopted a similar strategy with its plans to take full control over Base’s tech stack and advance the L2 toward Stage 2 decentralization. Robinhood Head of Crypto Johann Kerbrat explains the rationale behind building an L2: “We can still get the security and liquidity of Ethereum, benefit from all of the work that the Arbitrum team has done, and on top of that, customize [the chain] every time we want to build something.” He continues: “If we want to give people access to all of the tools and elements of traditional finance, we also need flexibility [to comply with] what regulators are asking us to do. A world where you have full privacy and you can do whatever you want without KYC and trade securities is still a bit far for us. But what we are trying to find is a good middle ground. You will be on a permissionless chain. You will be able to interact with DeFi and do a lot of things with your stock tokens. Here is the clip and transcript for Johann answering why Robinhood chose to build its own Ethereum L2: "You see a lot of companies right now building their own L1. And for us, we felt excited about this idea where we can control anything that we want to build and we don't have to deal with any other chain to talk to or anything like that. But at the same time, creating the security of a real proper decentralized chain is extremely difficult, as you know. And we basically get that for free with Ethereum. The network has been going on for a very long time now and the security is stable and it's decentralized. And I think that's really the key two points that we wanted to have. When you look at some of these new L1s that are being created, it's not really decentralized and it's not really secure. So at the end of the day, you're basically having like a... fancy database that is probably a bit slower to use than an actual database. And so we didn't really see the value in that. With Ethereum, we get the security by default. The second thing that we get by having an L2 is that you get all this liquidity that is already part of all the EVM compatible chains. And that was also a very important decision factor for us. If we really want to bring the stock market onto the chain, we need to have this liquidity. It's not going to be possible if it's in a closed loop or in a closed chain that nobody can access and you need to have like 20 different hoops before you can bridge to that chain. So for us, that was kind of the two elements that we really wanted to focus on and that's why we decided on building on Ethereum. And then we decided on Arbitrum mostly because we love the technology. There's a few things that we are excited about. For example, Stylus. It's a way that we can basically use different language into the chain and we can build on top of that. We also like the way that they prioritize transactions that is, we think, a better way than some of the competition. And so basically we'll use the Arbitrum stack and we'll create our own L2, which will make us also compatible with all the Arbitrum chains. And so we think it's kind of the best of all the worlds. But for us, the idea is like we will start with public stock, and then we think that we can tokenize anything really, not just stocks. It can be private stock, it can be art, it can be real estate, whatever you want to think of. And so we really wanted to have a platform that is kind of easy to build on and we can keep adding on it. At the same time, we know that regulation are going to be hard on some of these products, especially when it comes to financial products. You always have different regulators. You have different rules depending on the region. If you're in the EU versus the US versus LATAM. And so we felt like we wanted to have our own layer that we could customize for these needs. And then anyone that is building on the chain will also be able to benefit from what we are building, versus just putting everything in a contract that will be just good for the people that are using the Robinhood contracts. EVERYTHING YOU NEED TO KNOW ABOUT CHATGPT'S "LOVABLE KILLER" CODEX SITES (in 25 mins): TLDR; the coolest part is that apps you build can update themselves autonomously 1. Codex Sites is not Replit or Lovable or Bolt. Those are great for one-prompting a full app. Codex Sites is for building apps that the agent keeps improving without you touching them. 2. Your personal website can update its own stats. Your internal dashboard can refresh its own data. Your product can add features while you sleep. The app is alive. 3. Start by invoking at-sites. Use realistic sample data. Always say "save for review, do not deploy." This unlocks building a real product, not a homepage. 4. Add persistent storage so the app remembers everything between visits. Without this it resets every time. Ask Codex to show you the data model before it builds. 5. Create safe actions. These are the specific things the agent is allowed to do to your app: add data, update cards, move things, score things. You define the boundaries. The agent operates within them. 6. Build skills so any future Codex chat knows how to interact with your app. The skill is basically a manual for the agent. Without it, every new chat starts from zero. 7. Save gate like a video game. Codex doesn't auto-save. Create checkpoints before you deploy so you can roll back if something breaks. 8. Close the autonomous loop. This is the magic. Once memory, safe actions, and skills are set up, the agent can update your app from any chat, any context, without you switching tabs. 9. Use the plugins most people are sleeping on. Figma, Canva, HeyGen for avatar videos, Game Studio for interactive experiences, FAL for image generation, Hugging Face for open source models. Worth adding a few. 10. The big picture: we went from building apps to raising apps. You set up the structure, the guardrails, and the skills. The agent does the rest. That's autonomous product building and it's here right now. Tbh, Codex sites isn't perfect. Still a lot to be desired like domains, db, authentication etc. But it's a glimpse into this idea that apps can be updated/improved upon automonously. And Codex Sites is REALLY good if you live in Codex everyday. Which more and more of are. And that's really cool. But the one thing no one can recreate is a fully decentralized smart contract chain. Ethereum has the most amount of nodes. That can't be recreated. If anyone wants to cut corners and try and create a blockchain, they need a tiny validator set. They need a centralized validator set. Everyone knows what the tradeoffs are. So Ethereum kind of has the best of both worlds where it went slow when it needed to, during regulatory overhang, and now it can go a lot faster than people think. OpenAI’s hottest app isn’t ChatGPT—it’s Codex. In the last few weeks alone, the Codex team shipped a desktop app, GPT-5.3 Codex (a new flagship model), and Spark, the fastest coding model I’ve ever used. Usage has grown fivefold since January and over a million people now use Codex weekly. Codex was also the app that OpenAI chose to run an ad for in the Super Bowl. I talked to Thibault (Tibo), head of Codex, and Andrew (Andrew Ambrosino), a member of technical staff who built the Codex app, for Every 📧’s AI & I about what OpenAI is building and how they’re using it internally. We get into: - Why they built a GUI instead of a terminal. Terminals work for quick tasks, they say, but feel limiting when you’re running multiple agents in parallel. The IDE, meanwhile, overwhelms users—and the Codex team wants the AI to dynamically decide which tools to show you for a given task. - How they’re teaching the model to read between the lines. Codex is great at following instructions, but optimize too hard in that direction, and it starts taking you literally—like copying a typo directly into the code. The team obsesses over this tradeoff, and is also introducing “personalities,” modes users can toggle between that control how blunt or supportive the model feels. - How OpenAI uses its own coding agent. Codex lets you schedule prompts to run on a recurring basis, and the team has dozens of automations running at all times. For example, one scans for merge conflicts every couple of hours so code is always ready to ship, and another picks a random file from the codebase multiple times a day and hunts for bugs no one would've gone looking for. - Why speed is a dimension of intelligence. OpenAI’s newest model (Spark) is so fast that they actually slow it down so you can read the output. They see the speed enabling three things: staying super in the flow, replacing brittle developer tools with intelligent ones that can adapt on the fly, and redirecting the model mid-task— especially with voice—so coding starts to feel more and more like a conversation. - Code review is the next bottleneck. I just compared Claude Code vs Codex vs Cursor CLI The task was to build a Next.js app with Tailwind 4 and shadcn components to collect customer feedback and showcase it with a widget. I gave all three the same prompt and let them go for 30 minutes to see what they came up with. Claude Code with Opus 4.1 Even though I told it to set up the app in the existing project folder, it tried to create a directory for it. After I interrupted and told it not to do that, it built a demo form and landing page with no errors. I had to ask it to make the demo interactive so users could submit a testimonial and preview it. The landing page looked like AI and was pretty basic, but it worked and it was done in a fraction of the time of the others. Total tokens used: 33k Codex with GPT-5 At the end of the 30 minutes I just could not get Codex to produce a working app. It got stuck in a loop of not being able to set up Tailwind 4 and despite many, MANY, attempts, I ended up with a "failed to compile" error. Total tokens used: 102k Cursor Agent with GPT-5 This was the slowest agent by far and a couple of times I actually thought it got stuck in a loop and was close to Ctrl+C'ing to cancel it. The TUI is really nice though, especially how it shows diffs and it did eventually build a working app (after one or two slight errors that needed fixing) The demo was interactive and it had a very minimal design that looked bare but also a lot less like an "AI generated" app than the Opus 4.1 design. It also wasn't too chatty and just did what it needed to do! Code quality was on a par with Opus 4.1, but it did use 5.5x as many tokens to get there. Still cheaper than Opus on a direct comparison but not when you factor in a Claude Code Max subscription. Total tokens: 188k I'll be able to do a proper comparison and record some videos when I'm back from holiday but for now, Opus is still the more capable model out of the box and Claude Code is the more complete CLI product. It will be interesting to see how Cursor evolve their CLI though with commands and subagents because I think with GPT-5 they have a real shot at providing competition for Claude Code if they can optimise output to get similar quality with less tokens. Here in 2025, I chose to reinvent our industry event strategy & approach.
