What is the use of this? You go backward and the wheels are pulled closer and go forward they and pushed apart. Is this supposed to make the tractor unstuck if it is stuck?

It lets you easily change wheel spacing for different row crops.

They are called "Power Adjust" wheel rims. After you adjust them in or out, you need to tighten them in that position.
