Unless the agenda has been modified, there will be no consideration of binding targets and enforcement mechanisms for reducing fossil fuel emissions. In short, the main driver of climate change won’t be credibly addressed.

COP28 also opens tomorrow with its fossil fuel CEO president's agenda being the *expansion* of fossil fuel development through dealmaking at the event. It's gaslighting theatre about arsonists play acting as firefighters.
