I think, this is Russia. Russia is one of the most corrupt countries in the world. In 2025, TI ranked Russia 157th out of 182 countries (tied with Honduras, Zimbabwe, and Chad). However, in the 1990s post-Soviet collapse period, Russia experienced the extreme, chaotic corruption.
