So it's important when we talk about water - There's surface water, which is the water that falls annually from the sky and that is transmitted in the canals - Then there's groundwater. Groundwater that's water that has been stored in the aquifers that we have underneath the ground. So for many years there hasn't been any regulation on how much groundwater is pumped. So if the projects can't deliver surface water or if it's a drought, the farmers have had the ability to tap into the groundwater as sort of a secondary lifeline.
