Then Liberals stuffed borders, cash rules, and law-waivers into “economy” and “security” binders. Now C-39 is 240 pages: one-year reviews in the same stack as the Labour Code. The Liberal House Leader says it is not an omnibus. The unions heard the strike clause. Same method as the big American packages: put the hard part where a single vote has to swallow the whole bag.
