Must watch clip right here. 2019. Ted Lieu and former Democrat Congresswoman Jane Harman participate in a panel during the annual DEF CON conference. DEF CON is the world's largest hacker convention. Hackers, computer security experts, intelligence community members, and many others get together to discuss ideas, threats, and to hold hacking contests. Jane Harman served nine terms in Congress, sat on all the major security committees, and was the ranking member of the House Intelligence Committee. She also is President of the Woodrow Wilson think tank and sits on numerous security advisory boards. Harman: The 2020 election is not secure. At least a third of all voting machines are totally vulnerable. Lieu and Harman were there because DEF CON had recently held a "voting village" where hackers attempted (and succeeded) in hacking into our voting machines. Teenagers were even able to hack into some machines. Ted Lieu urged the hackers to meet with media and to speak out about how vulnerable our voting machines are. Lieu said the public needed to know how vulnerable our elections are. Lieu also criticized McConnell for not passing election security legislation that would require paper trails for all votes. 😂 Democrats and the media regularly spoke about the vulnerabilities of our elections, all the way up until the 2020 election. Immediately after the 2020 election it became forbidden to question the security of our elections. They all just began reciting the talking point "It was the most secure election ever."

Spread of Malware: If a county election management system is infected with malware, it can spread to USB drives, which then transfer it to voting machines, scanners, and ballot-marking devices throughout the county. Programming Practices: Most U.S. election systems are programmed by local county officials or third-party vendors. They use previously used USB drives on internet-connected computers before plugging them into scanners, tabulators, and voting machines. Outdated Systems: In 2019, the Associated Press reported that most of the 10,000 election jurisdictions, including swing states, were still using Windows 7 or older systems for ballot production, vote programming, counting, and reporting. End of Windows 7 Support: Windows 7 reached its end of life on January 14, 2020, with Microsoft stopping technical support and security updates. Remote Access and Modems: Voting machine manufacturers have installed remote-access software and wireless modems, connecting voting machines directly to the internet. NBC News reported in 2020 that ES&S, the largest U.S. election machine vendor, had installed at least 14,000 modems. Dominion Voting Systems: The second-largest vendor, Dominion, has publicly acknowledged using modems in their machines and running remote-access software during the 2020 election. For example, in Georgia, election worker Susan Voyles testified that Dominion employees operated remotely on ballot-marking devices and poll pads. Findings from Wisconsin and Michigan: Investigations found Dominion and ES&S machines online and connected to the internet. In Michigan, a modem chip was discovered in an ES&S voting machine, potentially allowing hackers to intercept and manipulate election results. Conclusion: Hackers can potentially infiltrate elections through vulnerable USB cards, election management systems, and voting machines themselves. This underscores the urgent need for securing America's election infrastructure.

Declassified NICM on VULNERABILITIES in U.S. 2020 Election Infrastructure. We judge that US adversaries, including at a minimum Russia, China, Iran, and North Korea, as well as nonstate groups, have the capability to compromise US election infrastructure for the 2020 presidential election. We assess that at least Russia, China, Iran, and North Korea have the capability to access and potentially manipulate data in US election-related computer systems. We assess that centralized election-related data repositories, such as voter registration databases, pollbooks, and official election websites, are most vulnerable to exploitation, and adversaries could use access to these systems to disrupt election processes. Systems that tabulate, transmit, or display election results are vulnerable to localized exploitation but would be difficult to manipulate on a wide enough scale to alter the election outcome. Adversary claims of manipulation would be difficult to disprove and could undermine public confidence in election results. We assess that adversaries could most easily exploit centralized election-related data repositories because of their ease of access and comparative lack of security. - Voter Registration Databases. - Pollbooks. - State and Local Election Officials' Websites. We assess that systems designed to tabulate votes, transmit vote amounts, or display election results probably are vulnerable to localized exploitation. Direct recording electronic machines, which record and process votes digitally and store tabulation data in removable memory, are particularly vulnerable to cyber operations, especially machines with no paper backup. Adversaries who obtained physical access to voting machines could alter how they function, manipulate the data in them, or install malware, according to US state and academic investigations. At the 2019 DefCon cyber security conference, hackers demonstrated the ability to compromise more than 100 voting machines, all of which had been certified for use in at least one US voting jurisdiction. Ballot and voting machine preparation is vulnerable to cyber, supply chain, or insider threats. Ballot Preparation. Creating paper or electronic ballots to upload to voting machines is usually outsourced to third-party vendors. Some use Internet-connected computer systems and lack password and encryption policies, which could allow malicious actors to corrupt ballot files. Logic and accuracy tests to ensure the machines function properly before election day, however, probably would detect such activity. Voting Machine Preparation. Voting machines configured at a central location are vulnerable to insider threats. Malware introduced into the voting machines during this phase might affect multiple jurisdictions but also would be detectable during the pre-election testing.
