51 countries are united today in our support for Ukraine at the UN General Assembly. Since March 2025, Ukraine has agreed to a full, immediate and unconditional ceasefire. We call on Russia to finally do the same. Ukraine wants peace. We want peace. Russia must stop its aggression, accept a ceasefire, and engage meaningfully in negotiations towards a comprehensive, just and lasting peace in accordance with international law.

So Bucha, Mariupol and other Russian war crimes are not enough? Do all Ukrainians need to be killed so that the UN finally has enough proof of genocide? I'd like to emphasize once again: we don't have a choice between victory and capitulation. We have a choice between winning and extinction. That's why this war is an existential one, and our duty is to win. For the future Ukrainians. And for the people who sacrifices their lives so Ukraine can exist. If there is no Ukraine, no Ukrainian people on these lands, there will be no Ukrainian language, culture and historical memory. This is exactly what our enemies want. They want to destroy our past and future. We will not put down our weapons. We will win. This is the only choice possible for Ukraine. Thankful to those who understands it fully and stands with us. Diplomatic Conference for the Adoption of the Convention Establishing an International Claims Commission for Ukraine – I took part and addressed the participants. Today – and this year – things are being created for Ukraine that should have started a long time ago – at least back in 2014. We hope the Tribunal for Russian aggression will truly begin its work – not just for us, but for everyone who wants peace in Europe. We expect that every mechanism for compensation from the Register of Damage and Claims Commission to the actual payments will start working and receive strong and sufficient international support, so that people can truly feel that any kind of damage caused by the war can be compensated. This war, and Russia’s responsibility for it, must become a clear example – so that others learn not to choose aggression.

We have specific intelligence data indicating that Russia not only wants to disrupt the Peace Summit, but also has a specific plan for how to do so, including how to reduce the number of participating countries and how to act in order to thwart peace efforts for even longer. To counter this, we must work together, in unity, to achieve a just peace. We are all equally interested in forcing Russia to make peace and adhere to international law. The world majority can ensure this. The Global Peace Summit in Switzerland provides us with a real opportunity to achieve just peace and restore full force to international law. We are working together to focus the world's power on bringing a just peace to Ukraine.

I was proud to have received the unanimous consent of all Members of Parliament, to adopt the motion below on the day we mark 4 years since Russia’s full-scale invasion of Ukraine: That the House: a) condemn Russia's ongoing, unjustified, full-scale military invasion of Ukraine; b) call on Russia to cease its hostilities against Ukraine and withdraw to recognized international borders; c) strongly condemn Russia’s deliberate and ongoing attacks on Ukraine’s energy infrastructure, depriving civilians of heat, electricity and basic services, particularly during the winter months; d) reaffirm the Government of Canada’s unwavering support for Ukraine, it’s territorial integrity, and independence and sovereignty within internationally recognized borders and territorial waters; e) affirm Canada’s commitment to working toward a just, lasting, and comprehensive peace in the region; f) support the establishment of robust and legally binding security guarantees to Ukraine; g) acknowledge the work of the Government of Canada, provinces, and territories, in assisting those displaced by Russia’s ongoing, unjust, invasion of Ukraine; h) and recognize Canada’s leadership at the International Coalition for the Return of Ukrainian Children and call for all possible efforts to be made to ensure the return of all Ukrainian prisoners of war, illegally detained civilians and children forcibly deported to Russia, and to support efforts to bring to justice those responsible for war crimes before the International Criminal Court. Today we held the first intergovernmental conference, and we are committed to fulfilling every requirement to navigate through all chapters of our relations with the EU, culminating in an accession treaty for Ukraine. Secondly, our legal battle continues. New arrest warrants have been issued by the International Criminal Court for Russian war criminals. Shoigu, Gerasimov, your path to The Hague is open. Additionally, the European Court of Human Rights has ruled on Russia's responsibility for all the crimes committed in our Crimea against people and the law. The occupier will be held accountable. Thirdly, we are striving for a just peace for Ukraine and taking steps to fully restore security. Following the Peace Summit, we now have the eighth participant who has signed the joint communiqué. Pressure on Russia to put a fair end to this war is increasing. Even Hamas shows deal-making acumen, but not Putin. For now. Together with our partners, we are creating the conditions to compel Russia to peace. And it will happen. We support all global diplomatic efforts aimed at achieving peace in the Middle East, and we strongly expect that just pressure on Russia will bring peace to Ukraine and to our entire region as well. It is important that the leadership of the United States continue to be effective.

Today Prime Minister of India Narendra Modi visited Ukraine, marking the first such visit since the establishment of relations between India and independent Ukraine. Our discussions were extensive, including Russia's war against Ukraine and the crucial need for a just peace. We deeply appreciate that the Prime Minister started his visit by honoring the memory of Ukrainian children whose lives were taken by Russian aggression. I am grateful for the humanitarian aid packages India has provided throughout this war. It is significant to us that India remains committed to international law and supports our sovereignty and territorial integrity—core principles. India is also involved in our work on the Peace Formula, having been represented at the Peace Summit and participating in relevant groups. All of this gives us optimism, and it is important that as many global actors as possible clearly express their stance on the fundamental norms of international law and visit Ukraine to demonstrate their support in tangible terms. We also discussed the bilateral agenda with India. Four intergovernmental documents were signed by our representatives. There are also agreements on other areas of cooperation, including continued military technical cooperation.
