There is no nation that can stop such war alone, unaided. World leaders’ engagement is needed. Does Russia want a dialogue? Ukraine has the world’s largest experience of lies from Russia during negotiations. And that’s exactly why global efforts are needed. The Global Peace Summit of the leaders whom Russia won’t be able to deceive. Together with Switzerland, we are preparing for such a Summit. It starts on June 15th. More than eighty countries confirmed their attendance. And we continue to work with leaders, inviting them to join the Summit. I am appealing to the leaders of the world who are still aside from the global efforts of the Global Peace Summit – to President Biden, the leader of the United States, and to President Xi, the leader of China. Together with advisors from the United Kingdom, France, Germany, and Italy, we are implementing the agreements of the Coalition of the Willing reached in Paris. This is a demonstration of solidarity with Ukraine — especially now, as Russia blocks any real negotiations and shows no desire for peace. We are working jointly on security guarantees for Ukraine, covering military, financial, and political support. This is a continuous process — we remain in constant contact. Yet it is the physical visit to Ukraine that allows our partners to see the real situation with their own eyes. Russia will not stop on its own. It is waging war against the entire free world. Today, Ukrainian representatives will continue their discussions in the United States with President Trump’s team. Our task now is to obtain full information about what was said in Moscow and what other pretexts Putin has come up with to drag out the war and to pressure Ukraine. Ukraine is prepared for any possible developments, and of course we will work as constructively as possible with all partners to ensure that peace is achieved – and that it is, after all, a dignified peace. Only a dignified peace provides real security, and we fully understand that this requires – and will continue to require – the support of our partners.

It is important that everyone understands – Russia does not seek real peace today and is dragging out the war. Following the leaders' meeting today, there is a strong reaffirmation that sanctions against Russia must not be lifted as long as the aggression continues. And we will continue working on security guarantees for Ukraine. We have specific intelligence data indicating that Russia not only wants to disrupt the Peace Summit, but also has a specific plan for how to do so, including how to reduce the number of participating countries and how to act in order to thwart peace efforts for even longer. To counter this, we must work together, in unity, to achieve a just peace. We are all equally interested in forcing Russia to make peace and adhere to international law. The world majority can ensure this. The Global Peace Summit in Switzerland provides us with a real opportunity to achieve just peace and restore full force to international law. We are working together to focus the world's power on bringing a just peace to Ukraine.

We are now preparing for new diplomatic steps together with our partners in Europe and, importantly, in the United States. In fact, we are in contact almost daily with everyone who can make diplomacy meaningful. As of now, there is no clear information about what exactly the Russians plan to bring to Istanbul. We don’t have it, Türkiye doesn’t have it, and neither do the United States or other partners. And at this point, it looks far from serious. We discussed this yesterday with President Erdoğan. Of course, everyone in the world wants diplomacy to work and for an actual ceasefire to take place. Everyone wants Russia to stop playing games with diplomacy and end the war. Everyone wants a serious peace – and Russia must agree to that. That should be the agenda of the meetings. We have already presented our agenda. And we hope the American side will be decisive on the issue of sanctions – to help bring peace closer.

Chancellor Merz: Our message to Russia is this: it is time to come to the negotiating table. It is time to agree to a ceasefire. It is time to end the unnecessary bloodshed in Ukraine.
