Because there are no standards left in H-1B visa program. The vast majority of people brought in the last 7-8 years were unqualified. The years '96-2008 might have been a matter of implanting, although even Y2K was highly questionable. Then it became an invasion & replacement.

The push for more H-1b visas is coming from so many angles... all roads lead to India.. this is why Indian nationals garner over 80% of the H-1b visas - When you mix Employment with Immigration, You get IMMIGRATION...!
