I’ve spent the past three days in Louisiana taking part in events organized by local community leaders to highlight the devastating impacts of the climate crisis — from Hurricane Katrina to the region dominated by the petrochemical industry known as Cancer Alley. I was deeply moved by the stories from Sharon Lavigne, risestjames and the many people from across the River Parishes who have seen the lives of their sons, daughters, brothers, and sisters cut short by the toxic chemicals in the air they breathe, water they drink, and food they eat. I had the opportunity to join my daughter Karenna as she led a dialogue for COP30’s Global Ethical Stocktake with those who work at the intersection of faith, environmental justice, and climate advocacy. It was made all the more powerful by our surroundings at the TEP Center with civil rights pioneer, Dr. Leona Tate. Today, I was honored to participate in the community commemoration of the 20th anniversary of Hurricane Katrina in the lower Ninth Ward. During Katrina, the levees failed. But so did the policies that have perpetuated environmental injustice and placed this community on the frontlines of the climate crisis. And so did the programs that were supposed to support the survivors of this disaster. We cannot continue to fail the people of Louisiana by using the sky as if it were an open sewer. We need to move swiftly to phase out the fossil fuels that are killing people with pollution in Cancer Alley and fueling stronger and more frequent extreme weather. When the rain comes, when the storms hit, when the drought dries up the water, when the ice melts and the sea level rises, remember these warnings came. Listen to the scientists who are warning us. Listen to the people of Cancer Alley, of the Lower Ninth Ward, and of all of the frontline communities who are demanding action. Parliament said so — therefore it must be so. The High Court disagreed. In the Australian Communist Party v Commonwealth case, the Court struck down the legislation as unconstitutional. One of the most enduring moments came from Justice Fullagar, who offered a simple but devastating analogy. A lighthouse, he said, may appear dangerous to a ship in the dark, but that does not make it unlawful. Calling something a danger does not make it one in law. Labeling something “evil” does not magically confer constitutional power. That reasoning matters — profoundly — today. The proposed hate crime and speech laws are once again built on assertion rather than constitutional footing. They proceed from the idea that if the government declares certain speech harmful, dangerous, or hateful, then restriction must follow. But the rule of law does not work that way. It never has — at least not in a liberal democracy worthy of the name. The Constitution exists precisely to restrain governments when fear, moral panic, or political convenience tempt them to overreach. It is not there to ratify whatever Parliament believes is good for us “for our safety.” History teaches that those words — for your safety — are among the most dangerous ever uttered by the state. Each time Australians accept another purported intrusion justified by protection, we move the boundary of lawful power. Slowly. Quietly. Respectably. Until one day we wake up and discover there is no longer a liberal democracy left to defend — only the memory of one. If our institutions fail to protect constitutional limits, this is not merely institutional drift. It is institutional failure. And if it happens without resistance, it will have happened under our watch. That leaves a choice. Stand up — or stay silent. And silence is never neutral. As the lesson from The Silence of the Lambs reminds us, the most chilling moments do not come from the screams themselves, but from the long, subversive quiet that preceded them. Remember that. The rule of law is worth standing up for — at any cost. That is what the Constitution is for.

I am aware of the attacks on tankers in neutral waters, not even in neutral waters, but in the exclusive economic zone of a third state. This is nothing short of piracy. The Ukrainian armed forces tried to hit our seaports before as well. We responded – we did not start these operations – with reciprocal strikes. I assure you that ours were much more effective and devastating. They primarily targeted the ships that were used to deliver military equipment, materiel, and ammunition to Ukraine. We hit the targets we intended to hit, which we knew from secondary explosions we observed via aerial reconnaissance. However, what the Ukrainian armed forces are doing now is piracy. How might we respond? First, we will expand the range of our strikes against port infrastructure and ships that enter Ukrainian ports. That is the first point.
