Unfortunately sanitation is not a one and done solution, New Orleans Louisiana has a crew who collect trash and rinse down the streets starting at 1am, without that nightly effort it would look as bad as this in a few days.

The world needs to isolate those countries, nobody from there can travel into any country, suffocate in your own shit, or clean it up. The world should help with education and building an infrastructure for garbage disposal, but if they won't clean shit up, just keep them closed.
