Notices have been sent telling some owners they “may” face five-figure tax bills unless they submit documentation confirming their property is a primary residence. When pressed on the errors, the mayor largely dismissed the concerns, stating that the Department of Finance had “identified homes that may be subject to the surcharge” and that owners have time to appeal. “As required by the law, the Department of Finance sent informational resources to homeowners to ensure that they understood the tax… and also if they did not believe it to apply to them, that they had the time in order to be able to appeal,” Mamdani said. Quite a staggering press conference by the Power Minister I must say... Here is a point by point summary of the presser which may be helpful. 1. He starts off by admitting hamaray control mein kuch bhi nahin... 2. Then he says PMLN ne hamesha ke liye awam ko load shedding ke azab se azad kiya, in a presser about excessive load shedding for which he is apologising. 3. He first admits the role of LNG shortages in the load shedding issue, contradictory to the govt trying to press that this is because of reduced hydro electricity production. 4. Then he pivots to say that the issue is indeed of hydro electricity; a 1700 MW shortfall because the water cannot be released; effectively blaming the agriculture sector. Ridiculous, because the reservoirs are for irrigation, and hydroelectric production is a by product. It is the inability to plan for this that is on the govt. 5. Then he says there is no loadshedding during daylight hours, because of solar production - the same solar the govt tried to discredit. The claim is not true. Scores of feeders in Peshawar are seeing unannounced all day outages. 6. Then he says we have double the production capacity from gas (that we can't use because we have no more gas), and that we are using all the furnace oil in the country; effectively saying there is a fuel crisis in the country. 7. Then he says the wag the dog kneejerk power strategy effectively also led to industrial load shedding, so now the govt is damaging the economy as well as making consumers furious. 8. Then he says HESCO & KE is not suffering additional load shedding because there is enough power in the south, then why not the same logic to KP and Tarbela??? 9. Then the piece de resistance that the 2.5 hours load shedding is to reduce electricity bills for the public - which seems to be the most amazing marketing spin by the power sector for this unmitigated disaster. And now ladies and gentlemen; The Beatles! Me today, running down the alleyway and out into the sunlight of Stand on the Green in Chiswick and turning to face The City Barge pub on the river. In 1965, the Beatles when filming Help! ran down this very alleyway and into this pub. It is almost exactly the same today as it was then. They were accompanied by bagpipers however, which I didn’t have to hand today. Anyway, I thought you might enjoy seeing it.

Today I was visiting the exceptionally beautiful Plantin-Moretus Museum in Antwerp, Belgium (one of the only museums in the world that is itself listed as UNESCO World Heritage), which is one of the oldest printing shops in Europe, with the oldest surviving printing presses in the world. I stumbled upon an old 16th century atlas - written in Old French - and I was pretty amused to read their understanding of China at the time, which was surprisingly accurate, maybe even more than today's! A translation of some of the most interesting passages: - They call it "China" in French (it's now called "Chine") and they write that the locals call it "Tangis", which probably refers to the Tang dynasty but which is strange given that by the 16th century the dynasty had already ended for about 600 years - They write that to its North China is bordered by "tartares" (which I guess means Mongols) whom they describe as "very warlike people from whom it is separated by a wall made by hand" - The Chinese work ethic was already legendary: "those who live there are not at all lazy but devoted to labor and work, because it is there a shameful thing to be idle" - They share a number which must have seemed astonishing at the time: "in the city of Canton, one of the smallest in the entire country, some ten or twelve thousand ducks are eaten daily at table". And then they marvel during a good proportion of the text about the abundance of food in the country, which probably made a big impression on travelers at the time. - They write that "there are in this kingdom two hundred and forty famous cities, whose names end in this syllable FU which means a city: like Cantonfu, Panquifu: the small towns, which are in great number, end in CHEU [undoubtedly refers to "zhou"]. There are infinite villages, heavily populated, because of the continuous agriculture." - China's infrastructure and engineering capabilities were also already legendary at the time: "The city gates have entrances magnificently and marvelously well made, the streets are made level, not sloping this way or that, but following their straight line. They are so wide that ten or fifteen men on horseback can march abreast and are everywhere marked and separated by triumphal arches that marvelously ornament the cities. Portuguese say they saw in the city of Fuchco [probably Fuzhou] a tower set on forty solid marble pillars, the height of which was forty palms (masonry measure) and the width twelve: that this work is so grand, so exquisitely made, so beautiful to see, so sumptuous and so pleasing that it far surpasses all the magnificent buildings of all Europe." - Already at the time, China was very wary of safeguarding its sovereignty: ""[The Chinese] rarely or never leave their country and do not easily let foreigners enter it, especially into the interior of the province, unless they first have safe conduct from the king." - On moral and cultural habits: "They put adulterers to death. They approached their subject with the humility of the genuinely curious. They had no framework to force China into, no predetermined narrative to fulfill. They simply watched, counted ducks in Canton, measured city walls, and wrote it down. Their errors were errors of transmission - a dynasty name lingering centuries past its time, numbers perhaps inflated through retelling - but the spirit was one of simply describing unknown territory, not to convince anyone of anything. Today however, drowning in information, we're somehow seeing less of what's there and more of what we expect to find. Each observation must fit into existing narratives, serve predetermined conclusions, advance familiar arguments. So much so that we must ask ourselves: have we actually moved backward from those 16th chroniclers? Maybe we need to re-learn to approach China - and others in general - like those old cartographers, pen in hand, ready to be surprised? What might we discover if we stopped explaining and started counting ducks again?

OK, I have a definitive word on the CJ Abrams play from today's Pittsburgh Pirates at Washington Nationals game after talking with Elias Sports Bureau on this. This play will stay as a sacrifice fly. The originial ruling of NOT a sacrifice fly was for the exact same reason that I thought, which is that the infielder is not running into the outfield, which is year's past would have been correct As it was explained to me, in past years, an infielder had to be running almost in a straight line towards the outfield wall to be considered "running in the outfield". Here, since he is running, and he ends up further away from home (157 feet) than when he started (145 feet), this is going to count as a sacrifice fly. That definition is changing, in part from this play to help bring greater consistency, and to take some of the guesswork out of it (the argument that he is running into the outfield as opposed to more parallel). Now, folks all the time ask "why doesn't MLB publish the OS Manual" and I always say because it is a living document that can have the wording change, and the wording for this play will be modified to something like "more towards the outfield wall than towards home plate" to eliminate any confusion. The big key to this play is that he was running on a full sprint. Also, and this is helpful for me, but for all fly ball outs that score a run, Elias Saba reviews to ensure consistency. So, yes, it's a sacrifice fly, and now that I have that info from Elias themselves, that sort of settles this one. Sounds like the guidelines for this definition will be changing, either this season, or certainly for next season.
