One problem in your theory is that when IT manipulates someone or shape shifts, they grow buck teeth, have the hair, and/or their eyes go lazy…. None of that happens to Dick here. He just smiles and that has alarmed so many

@evansolott - in chapter 2 it briefly turns into Bev's dad, Henry Bowers and Ed's mom. No buck teeth, no lazy eyes, no clown hair - in first episode of the series when IT is pretending to be the family, it takes quite a while to start doing weird stuff with their bodies
