The beer never left his possession or the plane. They are accusing him of some sort of future crime not supported by any kind of evidence. Now if he had arrived and unloaded the alcohol that would be a crime but passing thru with beer isn't a crime if it doesn't leave the plane

My guess is that it wasn't his first offence. I'm fine with smugglers getting the full force of the law brought down on them. Drugs and otherwise.
