I listened carefully & he didn't just say dn't shoot? He said Keep ur rifle for self defense. In addition he said you shoot tatatat without killing a pigeon which means they should shoot but bring results. Note: I'm not a fan of anything protecting bandits and their sympathizers.

If you watch the clip you will see that this caption is a total misinterpretation of what the commander actually said. He said they will use the bigger guns to clear path that those with the smaller assault rifles should conserve their ammo and not shoot sporadically.
